The public is hereby notified of the availability of the Finding of
Suitability to Transfer (FOST) for the closure, disposal, and re-
use of Umatilla Chemical Depot (UMCD), Oregon. The UMCD,
located east of Hermiston, in Morrow and Umatilla
counties,
was closed in August 2012 under the 2005 Base Realignment and
Closure Act. Of the 17,148.72 acres, 9,540 acres will transfer out
of
Army Control to the local reuse authority, the Columbia De-
velopment Authority (CDA). The purpose of the FOST is to docu-
ment the environmental suitability of the CDA parcels consistent
with Comprehensive Environmental Response, Compensation,
and Liability Act (CERCLA) Section 120(h) and Department of De-
fense (DOD) policies. In addition, the FOST includes the CERLCA
Notice, Covenant and Access Provisions, and other Deed Provi-
sions, and the Environmental Protection Provisions (EPPs) nec-
essary to protect human health or the environment after transfer.

Prior to the development of the FOST an Environmental Assess-
ment was developed, in accordance with the National Environ-
mental Policy Act (NEPA) and associated implementing regu-
lations issued by the Council on Environmental Quality (CEQ),
Code of Federal Regulations (CFR), 40 CFR 1500–1508 and the
Army implementing regulation, “Environmental Analysis of Army’s
Actions” (32 CFR Part 651). The EA and Draft Finding of No Sig-
nificant Impacts (FNSI) underwent a 30-day public comment peri-
od in August 2016. Since then the Programmatic Agreement (PA)
was amended, underwent a 30 day public comment period from
July 15 to August 16, 2021. The FNSI was updated and underwent
another 30 day public comment period from September 23, 2021
to October 25, 2021.
A digital copy of the FOST, FNSI, the EA and the 2021 PA Amend-
ment is available for review by the general public via the Inter-
net at https://dcsg9.army.mil/brac/index.html. Hard copies of the
full EA with all appendices, the 2021 PA Amendment, FNSI, and
draft FOST, are also available in the following libraries: Board-
man City Library, 200 South Main Street, Boardman, OR 97818;
Hermiston Public Library, 235 E. Gladys Avenue, Hermiston, OR
97838; Heppner Public Library, 444 North Main Street, Heppner,
OR 97836; and Umatilla Public Library, 700 6th Street, P.O. Box

period is for 30 days and begins on December 18, 2021 and ends
