The UMCD, located east of Hermiston, in Morrow and Umatilla counties, was closed in August 2012 under the 2005 Base Realignment and Closure Act. Of the 17,148.72 acres, 9,540 acres will transfer out of Army Control to the local reuse authority, the Columbia De- velopment Authority (CDA). The purpose of the FOST is to docu- ment the environmental suitability of the CDA parcels consistent with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Section 120(h) and Department of De- fense (DOD) policies. In addition, the FOST includes the CERLCA Notice, Covenant and Access Provisions, and other Deed Provi- sions, and the Environmental Protection Provisions (EPPs) nec- essary to protect human health or the environment after transfer. The EA and Draft Finding of No Sig- nificant Impacts (FNSI) underwent a 30-day public comment peri- od in August 2016. Since then the Programmatic Agreement (PA) was amended, underwent a 30 day public comment period from July 15 to August 16, 2021.
