U M A- TILLA — The Oregon Department of Correc- tions reported the death of Breneman an inmate at the state prison in Umatilla. Richard Lynn Breneman died Sunday morning at Two Rivers Correctional Institu- tion. As with all in-custody deaths, according to the the corrections department, the prison contacted Oregon State Police, and the medical exam- iner will determine cause of death. The state also notifi ed Breneman’s relatives. Breneman was 79. He entered state corrections cus- tody on July 29, 2011, accord- ing to state records, after a Crook County jury con- victed him of fi rst-degree manslaughter. Two Rivers Correctional Institution in 2000 and houses approximately 1,800 inmates in medium and minimum security. SA L E M — When the board of directors for the League of Oregon Cities con- Smith venes in 2020, it will include two representatives from Eastern Oregon. The league announced Monday that Hermiston City Manager Byron Smith has been elected to its board of directors by the general membership. Smith joins Pendleton City Councilor Paul Chalm- ers on the 15-seat board, which is comprised of munic- ipal elected offi cials and city administrators from across the state. Chalmers is starting his third year on the board after he joined it in 2018. According to a press release, the league is an asso- ciation dedicated to “provid- ing advocacy services, policy consultation, intergovern- mental relations assistance, networking and training, technical assistance and pub- lications” to all of Oregon’s incorporated cities. Morgan receives ICMA credential HERMISTON — Assis- tant City Manager Mark Morgan recently received the Credentialed Manager desig- nation from the International City/County Management Association. According to a news release from the city of Hermiston, Morgan is one of 24 active city administra- tors in Oregon credentialed through the program. Herm- iston City Manager Byron Smith is another. Morgan has a master’s degree in public administra- tion from Eastern Washing- ton University, where he was named the H. George Freder- ickson Honor’s Graduate. He has more than eight years of executive local government experience, including time in Pullman and Cheney, Wash- ington, and has been Herm- iston’s assistant city manager since 2012. As part of Morgan’s ICMA membership, he com- pleted a two-year leadership program, was accepted into the ICMA Fellows program in 2011 and was awarded the Washington City/County Managers Association’s Edu- cational Fellowship in 2011. Smith said in a statement that Morgan “shows respect for his colleagues and the res- idents he interacts with every day.” He’s committed to trans- parency and works to make Hermiston a better place to live,” Smith said. — East Oregonian staff Eastern Oregon could get cold this week By ANTONIO SIERRA East Oregonian PENDLETON — The calendar says it’s fall, but this week’s temperatures suggest a preview of winter is coming. According to the National Weather Service Forecast Offi ce in Pendle- ton, light snow will sweep through Eastern Oregon’s higher elevations on Tues- day before giving way to bone-chilling temperatures across the region for the rest of the week. Ann Adams, an assis- tant meteorologist for the service, explained how a front from British Columbia would lead to colder tem- peratures back home. “All of that is this large area of colder air that’s dropped in from the North- west,” she said. Although Pendleton and other lower lying communi- ties are unlikely to get snow, it’s a different story in local mountain ranges. Adams said the north- ern Blue Mountains and the Eagle Caps should see about 2 to 3 inches of snow. Less snowfall is expected south of the Eagle Caps. The region is expected to experience colder weather in the coming days, as well as snow at higher elevations, according to forecasts from the National Weath- er Service. should get about 1 inch. But once the storm moves east and the cloud cover dissipates, cold tem- peratures are forecasted to be felt across the region. The weather service anticipates Pendleton will be sunny Wednesday with a low of 24 degrees in the evening. Thursday evening will add little in the way of respite, reaching a low of 26 degrees. Hermiston will experi- ence a similar trend, with the weather service fore- casting a Wednesday low of 25 degrees and a Thursday low of 27.
