RECORDS Tuesday, August 7, 2018 PUBLIC SAFETY LOG FRIDAY 5:51 a.m. - A caller reported a female sleeping in a van at the soccer field near the elementary school in Irrigon. Morrow County sheriff’s deputies responded and trespassed two people from the school. 7 a.m. - The Umatilla County Sheriff’s Office took a report for a vehicle theft from Highway 332 and Edwards Road, Milton-Freewater. 9:19 a.m. - Emergency services responded to Northeast Third Street, Irrigon, for a 43-year-old woman who was drunk, passed out, fell and was on the running board of a vehicle. The Irrigon ambulance took her to Good Shepherd Medical Center, Hermiston. 10:15 a.m. - The renter of a storage unit on the 1800 block of North First Place told police someone broke into her storage unit. 11:18 a.m. - Grass caught fire at Highway 730 and Diagonal Road, Umatilla. 12:26 p.m. - Pendleton police received a 911 report of a prowler trying to break into a gray Suzuki SUV behind the Episcopal Church of The Redeemer, 241 S.E. Second St., Pendleton. 12:55 p.m. - A caller on the 300 block of Raspberry Loop, Milton-Freewater, reported someone stole his vehicle during the night. 6:41 p.m. - A Heppner woman told the Morrow County Sheriff’s Office she received harassing and threatening texts. 11:43 p.m. - A caller reported a man assaulted a female in a vehicle at Pendleton Market, 2101 S.E. Court Ave., Pendleton. SATURDAY 9:38 a.m. - Residents at Sagebrush RV Park on North Sherman Street, Stanfield, reported the neighbor’s dogs were out again and chased his cats. 9:54 a.m. - The Morrow County Sheriff’s Office dealt with parents in a dispute. A man reported his child’s mother called continuously to harass him, their child did not want to talk to the mother on the phone, and there is an Oregon Department of Human Services protective custody order in place. A deputy talked to the parents as someone at DHS, and the parents agreed not to contact each other as often. 10:38 a.m. - Stanfield police were at 3D Idapro on Hoosier Lane for more odor complaints. 10:51 a.m. - Owners of a cabin on Rommel Lane, Weston, reported someone broke in, smashed windows and stole vehicles. This was the first of several burglaries the Umatilla County Sheriff’s Office is investigating along Highway 204 and Tollgate area on Weston Mountain. The sheriff’s office in a written statement reported the thieves made off with a two-tone gray 1989 Ford F250 extended cab diesel pickup, snowmobiles, firearms and other property. The law enforcement agency also is asking the public to report any suspicious activity or vehicles in the area and would like property owners on Weston Mountain to check their properties and report any thefts. The sheriff’s office emphasized to not place information on Facebook, but instead call its 24-hour dispatch center at 541-966-3651. 11:30 p.m. - Hermiston police took a report for an assault on the 600 block of West Hermiston Avenue. SUNDAY 1:28 a.m. - A caller reported a person on the ground at Northeast Sixth Street and East Gladys Avenue, Hermiston. 8:08 a.m. - The Morrow County Sheriff’s Office and Boardman police responded to Summit Lane, Boardman, on a call about a man and woman in a physical fight. She left the area, and the man said they were only in a verbal argument. 2:26 p.m. - A caller reported someone left bullet casings all over the shooting ranger on Rippee Road, Boardman, and it was probably the person there before him. 5:44 p.m. - An Ione caller asked about having Morrow County Sheriff Ken Matlack talk to parents and juveniles about the consequences of underage driving. 4:54 p.m. - Pendleton police responded to the parking lot of Walmart, 2203 S.W. Court Ave., on a report of two young boys alone in a white van for more than 30 minutes. Police warned the adults for leaving the boys in the van. 8:15 p.m. - The Morrow County Sheriff’s Office and Boardman police responded to the area of Driftwood RV Park on West Kunze Lane, Boardman, for a man kicking a woman. Law enforcement separated the pair for the night. 9:04 p.m. - Heppner residents on Southeast Chase Street reported a female with a baseball bat opened the door, said something, then closed the door. She was not aggressive but seemed to be high on drugs. 9:04 p.m. - Hermiston police responded to an assault on the 400 block of East Highland Avenue. ARRESTS, CITATIONS Friday •Pendleton police arrested Terry Andrew Ray, 27, no address available, for first-degree theft. Saturday •Oregon State Police arrested Edwin Phillip Himmerich, 46, of Stanfield, for driving under the influence of intoxicants. State court records show this is his second DUII in five years in Umatilla County. •Pendleton police arrested Wayne Daniel Swanson, 33, of Pendleton, for DUII. •The Umatilla County Sheriff’s Office arrested JC Samuel Thompson, 23, of 82276 Hat Rock Road, Unit 18, Hermiston, for felony driving while suspended/revoked, felony DUII and contempt of court. •Oregon State Police arrested Steven Dick Arbogast, 47, of Pendleton, for DUII and driving while suspended/revoked. The trooper also cited Arbogast for violating the basic rule, failure to yield to an emergency vehicle, having an open container of alcohol in his vehicle, and refusing to provide a breath sample. Sunday •Pendleton police arrested Shireese Dean Minthorn, 27, of Pendleton, for unauthorized use of a vehicle. •Morrow County Sheriff’s Office arrested Manuel Gutierres Batz, 52, no address available, for DUII. Weekend violence in Chicago kills 11, injures 70 CHICAGO (AP) — At least 11 people were shot to death and about 70 wounded in a weekend burst of violence in Chi- cago that instantly became a political issue when President Donald Trump’s lawyer, Rudy Giuliani, blamed the carnage on longtime Democratic rule in the city. Police on Monday attributed the dozens of shootings to gangs, the illegal flow of guns and sweltering August heat that drew more people outside. The victims ranged in age from 11 to 63, accord- ing to police. One teen- age girl died after being shot in the face. A teenage boy was fatally shot rid- ing a bike Sunday after- noon. Other shootings took place at a block party and a funeral. Even for Chicagoans all too accustomed to vio- lence in parts of the city, the weekend stood out. By way of comparison, at least seven people were killed and 32 wounded during the long Memorial Day week- end, the Chicago Tribune reported. “Our souls are bur- dened,” Mayor Rahm Emanuel said. “It is unac- ceptable to happen in any neighborhood of Chicago. We are a better city.” Echoing comments that Trump himself has made repeatedly about Chi- cago, Giuliani blamed Emanuel — President Barack Obama’s White House chief of staff — and decades of “one party Democratic rule” in a series of tweets on Sunday and Monday. The former New York mayor also tweeted his support for Chicago may- oral candidate and for- mer Police Superintendent Garry McCarthy, refer- ring to him as “Jerry” and calling him a “policing genius.” McCarthy plans to run next February against Emanuel, who fired McCa- rthy in 2015 after the release of dashcam video showing a white police officer kill a black teenager by shooting him 16 times. East Oregonian Page 5A OBITUARIES Roy Huot Barnes James R. Becker Bingen, Wash. July 21, 2018 Hermiston March 8, 1941 - August 2, 2018 A descendant of Klickitat County pioneers, Roy Huot Barnes was the first child of Charles Kenneth Barnes and Dolly Karama Huot Barnes. Born in Bingen, Wash- ington, in early 1936, Roy gradu- ated from Pendle- ton High School in 1954, joined the United States Army and was stationed in Germany. After being dis- charged in August of 1956, Roy went immediately to Willamette Uni- versity on a foot- Barnes ball scholarship, then joined the Oregon State Police on June 17, 1957. Roy eventually retired as a lieutenant from the Oregon State Police Department at Baker, Oregon, on Decem- ber 31, 1985, after 29 and one half years of service. Roy had two children, Donald Roy Barnes and Julie Rene Barnes. Roy married Betty Joyce Pierce on November 6, 1984. They were married 35 years. Roy and Betty each made the other a better person. She was the love of his life. After they retired, Roy and Betty traveled for approxi- mately two years before tak- ing on a second career buy- ing and selling antiques and traveling from show to show for the next ten years. Roy and Betty might have woken up and decided to take off in 2 hours’ time for another adventure. Roy would never tie himself down to a spe- cific schedule, it was always “let’s play it by ear.” He kept Betty on her toes. Roy and Betty were always together and spent many hours exploring Eastern Oregon on 4-wheelers. He loved to hunt and fish and did these things as long as his health allowed him. In later years Parkinson’s and diabetes took many things from Roy. His sense of humor stayed with him, although Par- kinson’s stole his voice. He could no longer travel but he walked to the cof- fee shop for the usual group chat every day. He will be missed by his family and friends. We loved him very much. Survivors include his wife Betty Barnes of Bin- gen; children Don Massey of Portland, Oregon, and Julie Kerns of Haines, Oregon; from a former marriage, stepchildren Renee Moore, Trina Betty and Tara Bishop; brother Don Barnes of Pend- leton, Oregon; sister Lola Riddle of Vancouver, Wash- ington; two grandchildren; five great-grandchildren and numerous nieces, nephews, cousins and in-laws. A memorial service will be held at 4 p.m. on Satur- day, August 18 at Commu- nity Connections in Baker City. Memorial contributions may be made in Roy’s name to the Bingen Fire Depart- ment, Bingen City Park or Eagles Grand Aerie Parkin- son’s Research. Becker was born in Detroit, Michigan, on March 8, 1941, the son of James H. And Alice (Davis) Becker. He passed away in Walla Walla, Washing- ton, on Thursday, August 2, 2018, at the age of 77. James grew up and attended his schooling in Wayne County, Michigan. After high school, he moved to South- ern California where he joined the U.S. Marine Corps and honorably served our country. Becker After his dis- charge, he stayed in South- ern California working as a journeyman electrician for 18 years as a member of the IBEW Local #11. In 1980 he began his work as a pas- tor, beginning in Southern California, later he served churches in Washington and Oregon. In 1995, he moved to Hermiston, Ore- gon, where he was the pastor of the Country Church until February of 2018.
