LEGAL NOTICE FOR SCOPING AND COMMENT
Willoughby Urban Interface Protection Project
The Forest Service is preparing an environmental assessment
(EA) for the proposed Willoughby Urban Interface Protection Proj-
ect (Willoughby) located about 11 miles east of the town of Ukiah,
Oregon, in Umatilla County within the area legally described as
Township 5S, Range 33E, Sec. 4, 8-10, 14, 15, 20-23, 28, and 29
(Willamette Meridian surveyed). The project includes a 40 acre
parcel located in Township 5S, Range 33E, Sect. 21 managed by
the Bureau of Land Management, Baker City Field Office.
The purpose of this project is to reduce the fuel loadings within
a quarter mile of identified values at risk (private inholdings or
structures) to decrease flame lengths to less than four feet. Within
one and a half mile of the identified values at risk the goal is to
reduce the potential for crown fire and lofting firebrands into the
area being protected.
Issues, concerns, and potential effects of no action and the
proposed action were analyzed in the Willoughby EA. The EA
provides additional information about the analysis area, the pro-
posed action, potential issues considered, and environmental
consequences of proposed activities. The draft EA is available
on the public webpage: https://www.fs.usda.gov/project/?proj-
ect=45207.
This project is subject to comment pursuant to 36 CFR 218, Sub-
parts A and B. The comment period for this EA will run for 30 days
from the date this legal notice is published in the East Oregonian.
This published legal notice is the exclusive means for calculating
the comment period. Only those who submit timely project-spe-
cific written comments during a public comment period are eligi-
ble to file an objection. Individuals or representatives of an entity
submitting comments must sign the comments or verify identity
upon request.

Sealed Bids for the “MORROW COUNTY, NORTH MORROW
LOT FENCING PROJECT” will be received by the Morrow County
Public Works Department, 365 West Highway 74 (P.O. Box 428),
Lexington, Oregon, 97839, until 3:00 p.m. local time on Thursday,
May 24, 2018. The bids will be publicly opened and read at the
Morrow County Public Works Department, 365 West Highway 74,
Lexington, Oregon, at 4:00 p.m. local time on Thursday, May 24,
2018. First Tier Subcontractor Disclosure Forms will be accepted
until 5:00 p.m. on date of the bid opening.
The County may reject any bid not in compliance with all pre-
scribed public bidding procedures and requirements, and may
reject for good cause any or all bids upon a finding of the County
that it is in the public interest to do so. The bidder must be regis-
tered with the Construction Contractors Board.
The work will consist of constructing 1884’ feet of 6’ high chain link
fencing with triple barbed wire top, and one set of double 12’ wide
gates. The fencing materials and construction shall be similar to
the new yard fence at the Morrow County Public Department, 365
West Highway, Lexington, Oregon. The contractor will provide all
material and labor necessary to complete the project.
This is a MORROW COUNTY Project by and through THE MOR-
ROW COUNTY PUBLIC WORKS DEPARTMENT, fully funded by
Morrow County and is subject to the current Oregon Bureau of
Labor and Industries (BOLI) Prevailing Wage Rates.
A Bid Bond in the amount of 10% of the bid amount is required with
the proposal. Performance and Payment Bonds in the amount of
the contract bid amount will be required of the successful bidder.
The contractor will not be required to have an asbestos abatement
license under ORS 468A.720.
