EO-9469 LEGAL NOTICE FOR SCOPING AND COMMENT Hidaway Opal Mine Plan of Operation Project The Forest Service is preparing an environmental assessment (EA) for the proposed Hidaway Opal Mine Plan of Operation Proj- ect (Hidaway) located about 20 miles east of the town of Ukiah, Oregon, in Umatilla County within the area legally described as Township 5 South, Range 33 East, sections 22 and 23 (Willa- mette Meridian surveyed). Hidaway Opal claims 1 and 2 include 40 acres of land at this location. The Hidaway Opal Mine has been in operation since 2003 un- der Notice of Intent (NOI). The mining claimant desires to expand operations that are beyond the scope of the NOI. The submitted Hidaway Plan of Operations (Alternative 2) proposes continued hand operations of on-site processing of rock from the claims, and is proposing to use heavy equipment to expand the excava- tion pits. Current access is through the use of open roads and an existing agreement to use Road 5445-300 (which is closed and used as part of the Winom-Fraizer trail system). Issues, concerns, and potential effects of no action (Alternative 1), the plan of operations as submitted by the operator (Alternative 2), and the plan of operations with Forest Service stipulations (Alter- native 3) were analyzed in the Hidaway Mine Plan of Operation Project EA.
