PUBLIC SAFETY LOG THURSDAY 10:26 a.m. - A woman came to the Morrow County Justice Court, 205 N.E. Main Ave., Irrigon, with a cat that was hit by a gray vehicle. She also reported someone threw the cat into her driveway. A Morrow County sheriff’s deputy responded and dispatched the cat. 12:21 p.m. - An employee at Umatilla City Hall, 700 Sixth St., Umatilla, reported two people wanted to speak to an officer about domestic violence involving a male with mental health concerns. 12:44 p.m. - The Umatilla County Sheriff’s Office took a report for possible vehicle theft from a site on North Ott Road, Hermiston. 1:07 p.m. - A Hermiston caller on the 900 block of West Juniper Avenue reported a theft. 4:23 p.m. - Hermiston police also took a theft complaint from the 500 block of Southwest 13th Place. 6:04 p.m. - The Morrow County Sheriff’s Office responded to a driver that hit a deer near Miller Manufacturing, 54173 Highway 74, Heppner, She reported the collision totaled her vehicle and may have killed the deer. 6:18 p.m. - A third theft report came into Hermiston police, this time from the 300 block of West Locust Avenue. 7:42 p.m. - Umatilla police received a report of a vehicle theft from El Monte Street. 9:21 p.m. - A silver Mercury car went through the fence at a home on Grant Road, Milton-Freewater. The male driver went with a neighbor to find a tow for the car. ARRESTS, CITATIONS •The Morrow County Sheriff’s Office arrested Santiago Lopez Ciprian, 32, of 700 Wilson Road, No. E5, Boardman, for driving under the influence of intoxicants and driving while suspended as well as on a Umatilla County warrant for failure to appear in a DUII case. The sheriff’s office also cited Ciprian for driving uninsured and refusing to take a breathalyzer test. •Benjamin Michael Whipple, 28, Pendleton, pleaded guilty to Failure to Appear I: sen- tenced to 2 years probation, 120 sanction units, 60 maxi- mum jail units and 100 hours community service; pleaded guilty to a second count of Failure to Appear I: sentence discharged. •Brian Charles Jones, 53, Yaki- ma, Wash., pleaded no contest to Possession of Metham- phetamine: sentenced to 18 months probation, 90 sanction units, 30 maximum jail units, 80 hours community service, $200 fine, $1,300 fine-sus- pended and 6 months driver’s license suspension. •Bo Xavier Brause, 26, Herm- iston, pleaded guilty to Pos- session of Heroin and Posses- sion of Methamphetamine: sentenced to 18 months pro- bation, 90 sanction unit, 30 maximum jail units, 80 hours community service, $200 fine, $2,300 fine-suspended and 6 months driver’s license sus- pension for each count; plead- ed guilty to two counts of Fail- ure to Appear I: sentenced to 2 years probation, 120 sanction units, 60 maximum jail units, 80 hours community service, $200 fine and $2,300 fine-sus- pended for each count; plead- ed guilty to Frequenting Place Where Controlled Substances Used: sentence discharged.
