Page 6A COMMUNITY East Oregonian Altrusa scholarship deadline looms Local author leads writing workshop HERMISTON — Altrusa International of Hermiston is accepting applications for the Dorothy Juve Memorial Educational Scholarship. The deadline for the award, which is up to $3,000, is Friday. To be eligible, students must be 2/3 of the way through their educational process. The scholarships are designed to assist students in the completion of post-high school studies for training to upgrade job skills or for those re-entering the job market. Applicants must be residents of west Umatilla County or north Morrow County, although they may be studying out of the area. The scholarship is in memory of Dorothy Juve, who died in 2011. She was an active Altrusan and community member who was a strong education advocate. Applications are available at www.facebook.com/ altrusainternationalofhermiston. The six-part series began Tuesday and continues weekly at 5:30 p.m. at the Hermiston Public Library, 235 E. Gladys Ave. There is no fee. Zacharias describes the workshop as, “Memoir, fiction – it’s all storytelling.” She said regardless of the style, the approach focuses on structure, character, voice, place and details. Part of each session will include time generating new material based on writing prompts, reading passages from memoirs, stories and novels that help to illuminate aspects of craft. A Georgia-raised Gold Star daughter, Zacharias’ work has been featured in the New York Times, CNN, National Public Radio and “Good Morning America.” In addition, she has published several books, including “Mother of Rain,” which received the Weatherford Award for Best in Appalachian Fiction. The city will pay the new convention center manager $60,564-$80,892 to start, with pay maxing out at $108,000. Corbett didn’t provide exact figures but said Kennedy earned more than the max before he retired from full-time work but much less when he worked on contract. The city plans to pay for the position from increased revenue from the convention center fund. After finishing with a $182,000 deficit in 2010, the convention center fund ended the 2016 fiscal year with a $83,289 surplus and is on track to finish the current fiscal year with a $200,000 surplus. Some councilors expressed concern about paying for a full-time posi- tion if the convention center experienced a downturn, but Corbett argued that the best way to cover the convention center’s maintenance needs was by growing the income it brought in, which requires a full-time manager. Neil Brown, a member of both the city council and convention center commis- sion, said the position would mostly pay for itself not only through facility rentals but also through an increase in revenues from the room tax and the tourism promotion assessment charge, the city’s two hotel room taxes. “It’s a machine that is basically feeding itself, somewhat,” he said. “Not 100 percent, but a large percentage.” Councilor John Brenne said the new convention center manger needed to work closely with the Pend- leton Chamber of Commerce and the Round-Up Associ- ation, something that hasn’t always happened in the past. Corbett said the city has strengthened its relationship with the two entities over the past two years and he meets regularly with both of them. At the meeting, the council also unanimously approved a $510,819 bid from Jesse Rodriguez Construction of Silverton to perform a water main replacement project under Westgate. The Westgate project is on a list of water infrastructure projects that could be covered by a $14.9 million state loan that staff say the city is close to securing. Because the Oregon Department of Transpor- tation has a road project planned on Westgate, staff requested starting the project next week to meet ODOT’s May 1 deadline. The cost of the Westgate project can be reimbursed from the loan. Lastly, the council unani- mously approved a $50,000 per year contract with CFM Strategic Services of Portland to assist the city in applying for federal grants. Councilor Scott Fairley, along with a few other council members, expressed concern about applying for grants that would create infrastructure or positions that the city couldn’t afford to maintain. Corbett said the grants would have to be evaluated on a case-by-case basis, but pointed out that some grants would help reduce main- tenance costs rather than increase them.
