RECORDS Thursday, March 2, 2017 PUBLIC SAFETY LOG East Oregonian OBITUARIES TUESDAY 5:16 a.m. - Hermiston police received a request to check on a residence after a caller reported hearing “subtle screams and moaning” for a couple of days. 9:06 a.m. - A Pilot Rock caller on Northeast Elm Street asked to talk to police about a prowler. 9:06 a.m. - Staff at Ashley Manor Senior Living, 1514 S.W. Athens Ave., Pendleton, reported the theft of six Oxycotin pills. 12:45 p.m. - Omar Garcia-Figueroa, 25, of Hermiston, tried to buy a gun at Smitty’s Ace Outpost, 1845 N. First St., Hermiston, but the state background system denied him the purchase. The check revealed Garcia-Figueroa is serving two years of probation for a September 2015 conviction for unlawful possession of a firearm. Oregon State Police did not arrest Garcia-Figueroa but referred the incident to the Umatilla County District Attorney’s Office for consideration of the charges. 2:00 p.m. - A Umatilla woman reported someone used her identity in Florida. 2:46 p.m. - A Hermiston woman told police she thinks someone tampered with her medication. 3:31 p.m. - A man at Columbia RV Center, 2302 N. First St., Hermiston, reported he could not get out of the lot because of a chain across the gate. 4:53 p.m. - The Boardman Rural Fire Protection District responded to Pole Line Road and Frontage Lane, Boardman, for a tractor fire. All occupants were out. 5:02 p.m. - Staff at alcohol detoxification center, 4705 N.W. Pioneer Place, Pendleton, asked police to remove a man someone dropped off because he was too intoxicated for the detoxification center to help. 8:29 p.m. - Three possible missionaries knocked on the door of a home on Southwest Desert Oak Drive, Hermiston, prompting the occupant to call police. Officers did not find anyone in the area. 8:46 p.m. - Umatilla police received information about a possible neglected dog on Bridgeport Avenue. 11:18 p.m. - A tipsters told the Umatilla County Sheriff’s Office he has information on burglaries in Umapine. ARRESTS, CITATIONS Tuesday •Morrow County Sheriff’s Office cited Dejah Larae Haskett, 31, of Lexington, for maintaining a dog as a public nuisance after a caller reported three Labradors chased her and she ran to escape them. The caller also said the dogs have chased her and her daughter before. •The sheriff’s office also cited Katelyn Marie Tolar, 18, of Irrigon, for maintaining a dog as a public nuisance after her dog trespassed at Green Acres RV Park, 80542 Paterson Ferry Road, Irrigon. Wednesday •Oregon State Police arrested Nicolas Keith McQuain, 29, of Pendleton, for driving under the influence of intoxicants. His blood-alcohol level was .2 percent, more than twice the legal limit of .08 percent. •Pendleton police arrested Lavella Ruth Thompson, 23, of Pendleton, for possession of methamphetamine. •Pendleton police arrested Amber Arleen Been, 24, of 2207 S.W. Nye Ave., Apt. A, Pendleton, for delivery, possession and manufacture of methamphetamine. According to court records, the Umatilla County District Attorney’s Office alleged Been had 10 grams of a substance containing meth and charged her with delivery and possession. For more information, call 541-966-0818 or 1-800-522-0255, ext. 221. Robert Francis “Bob” Monahan, 73, recently passed away. He was born January 31, 1944, to Frank and Margaret (Farley) Monahan. Bob grew up on their ranch in Condon, Ore. Bob was active in 4-H and youth activities, graduating from Condon High School in 1962. His love of horses began at an early age. After graduation he moved to Battle Mountain, Nev., to work for the Marvel family at the 25 Ranch. There he worked alongside Tom Dorrance and was mentored by Tom in the art of horse training. He returned to Oregon in 1965 to work for Fritz Watkins, of Wasco, owner of King Fritz. Although rumored to have trained King Fritz, Bob advised family he was too young. He worked for Emmett Lynch, JS&B Feedlot, Riley Freeman, and McGregor Feedlot, which was later owned by Bob Lundgren, as cattle manager. In 1978 he married Carol Rees of Pendleton. They returned to Battle Mountain, Nev., in 1995 where Bob worked as a lab tech for Gold Corp USA/Marigold mine. After 14 years he retired and moved back to Pendleton. Bob is survived by his wife Carol, children Susan, John and Patrick, siblings Joe, Wayne and Rene (Durfey), and several grand- children. He was preceded in death by his parents and a grandson, Clay Edgmon. At his request there will be no services. His ashes will be spread at the 25 Ranch in Battle Mountain, Nev.
