Israel passes law legalizing thousands of settlement homes JERUSALEM (AP) — Israel’s parliament on Monday passed a conten- tious law meant to retroac- tively legalize thousands of West Bank settlement homes built unlawfully on private Palestinian land, a step that is expected to trigger international outrage and a flurry of lawsuits against the measure. The explosive law is the latest in a series of pro-settler steps taken by Israel’s hard- line government since the election of Donald Trump as U.S. president. He is seen as more sympathetic to Israel’s settlement policies than his fiercely critical predecessor, and the Israeli government has approved plans to build thousands of new homes on occupied territory since Trump took office. “We are voting tonight on our right to the land,” Cabinet minister Ofir Akunis said during a stormy debate ahead of the vote. “We are voting tonight on the connection between the Jewish people and its land. This whole land is ours. All of it.” Critics say the legislation enshrines into law the theft of Palestinian land, and it is expected to be challenged in Israel’s Supreme Court. According to the law, Pales- tinian landowners would be compensated either with money or alternative land, even if they did not agree to give up their property. The vote passed 60-52 in Israel’s 120-member Knesset following a raucous debate in which opposition lawmakers shouted from their seats at governing coalition lawmakers speaking in favor of the vote from the dais. Some legislators supportive of the law took pictures of the plenum during the vote while some spectators in visitors’ seats raised black cloth in apparent protest. Israeli Prime Minister Benjamin Netanyahu had voiced misgivings about the law in the lead-up to vote, reportedly expressing concern that it could lead to international censure and saying he wanted to coordi- nate with the Trump admin- istration before moving ahead on a vote. The U.N. Mission in Iraq estimates that IS earned approximately $260 million from oil sales last year, mainly from oil fields in Syria’s Deir el-Zour prov- ince, Guterres said. That is about half the 2015 estimate of up to $500 million, he said. Looking at Europe, Guterres said member states currently assess “that the threat of large-scale attacks remains.” One unidentified country noted that not all IS operatives sent to Europe to carry out last year’s attacks in Paris and Brussels have been identified and arrested, he said. In Libya, a military offensive routed IS from the city of Sirte, one of its most important strongholds outside Iraq and Syria, which reduced the group’s resources and “operational space,” Guterres said. But IS fighters have moved to other parts of Libya, and their numbers are estimated by member states as ranging between several hundred to as many as 3,000. IS has also increased its presence in West Africa and the Sahel, Guterres said, citing recent IS-related attacks in Niger and Burkina Faso. Black Sails "XXX" A&E CABLE UNITED NATIONS (AP) — The Islamic State extremist group is militarily on the defensive in Afghan- istan, Iraq, Libya and Syria but is partially adapting by moving to covert communi- cations and recruitment and expanding its areas of attack away from conflict areas, U.N. Secretary-General Antonio Guterres said in a new report. The threat of attacks on airports and aircraft “remains high,” he said. The militant group, also known as IS and ISIL, continues to encourage its supporters outside conflict zones to perpetrate attacks “using links to existing local cells,” he added. The report to the U.N. Security Council, which was circulated Monday, said member states highlighted that internal communications and recruitment by IS “are increasingly moving towards more covert methods, such as the use of the dark web, encryption and messengers.” Nonetheless, Guterres said, the military campaigns against IS are having a major impact. IS has lost “large numbers of fighters and territory,” which “together with the group’s deterio- rating financial situation have considerably reduced its draw for foreign terrorist fighters,” he said. Guterres said U.N. member states emphasized that the flow of would-be foreign fighters to Iraq and Syria has also “slowed considerably” due to increased controls put in place by various govern- ments. Recruitment is down as well and IS fighters are increasingly leaving the battlefield, he said. As for finances, the mili- tant group is now operating on a “crisis” budget, Guterres said, but its revenue streams remain the same — oil and gas, extortion and “taxation,” 6 STATION PREMIUM UN chief: IS on defensive in conflict areas but is adapting “It’s not just corruption, it’s bad public services. It’s the fact that you can’t take your kid to a hospital without paying a bribe, you can’t take them to school without paying bribe. You can’t have a decent road outside your house. On the political front, the prime minister said, he would not fire the justice minister “in the next two days,” noting that the government could be toppled if a motion of no-confidence to be debated this week passes in Parliament. Social Democratic chairman Liviu Dragnea earlier said he supported the government, but by evening he said he would back the premier if Grindeanu decides to sack the justice minister. There were signs Monday that the government may not push ahead immediately with the measure to ease anti-corruption laws. Mass demon- strations have been held in Bucharest and other cities since the ordinance was introduced on Tuesday and approved early Wednesday. Cabinet ministers repealed their emergency ordinance on Sunday following six days of street protests Tuesday Morning NIGHT OWL STATION PBS ABC NBC CBS FOX BUCHAREST, Romania (AP) — Romania’s prime minister said Monday he may fire the justice minister for mishandling a conten- tious decree that has sparked the country’s largest anti-government protests since communism ended. Premier Sorin Grindeanu said the emergency decree to decriminalize some official misconduct approved by his cabinet last week had “led to division” among Romanians. Grin- deanu suggested Justice Minister Florin Iordache may lose his job over the move within days. Although the government repealed the measure Sunday, the unrest its move sparked continued Monday. Thousands of people gath- ered outside the government offices for the seventh consecutive evening, yelling “Resignation!” and waving Romanian flags. Elsewhere, hundreds of govern- ment supporters gathering outside the presidential palace in the Roma- nian capital blaming President Klaus Iohannis for the crisis.
