PUBLIC SAFETY LOG THURSDAY 11:59 p.m. - A Pilot Rock caller reported her daughter found an Angora goat with a pink halter on the side of Battle Mountain. 12:20 p.m. - A man in the bottle recycling room at the Pendleton Safeway reported “some guy” grabbed his bottles and recycled them for money, then left in a green vehicle. 12:37 p.m. - The winter storm brought the usual slew of crashes, starting with a report of a car wreck at Cutsforth Corner on Highway 207, Lexington. Throughout the course of the day, the Morrow County dispatch received calls for another 11 crashes. Pendleton police received six calls for services at crashes, and the Umatilla County Sheriff’s Office fielded five. Drive careful, everyone. 4:45 p.m. - A semi blocked traffic on Highway 11 near the Pendleton Tire Factory because the driver refused to put chains on the rig’s tires. 4:54 p.m. - Oregon State Police called for a tow truck to remove a vehicle on the eastbound side of Interstate 84 about 10 miles west of Pendleton because it was in the way of state snow plows. 9:46 p.m. - An Athena caller on North Hunt Street reported her dog barked and she looked outside and saw footprints in the snow all around her house and toward her neighbors’ houses. The Umatilla County Sherff’s Office sent a deputy, who did not find any prowler. 10:30 p.m. - And a man on Deschutes Avenue, Umatilla, reported chasing off prowlers. Chuck Byram and Tony Nelson take on the titles and responsibilities of police lieutenants come Jan. 6. Pendleton Police Chief Stuart Roberts said the promotions are about planning for the future. Bill Caldera retired earlier this year as lieutenant of Pendleton police and took on the job of Pilot Rock police chief. Pendleton police last month conducted promotion exercises, and at the end Roberts said he recommended Byram and Nelson to work as the department’s latest second-in-commands. The department years ago had two lieutenants. Roberts said moving back to the old model makes sense because the demands police face are more diverse than ever, and each lieutenant will oversee one shift. Roberts also said he wants his staff ready to handle the demands of administration in his absence. He is only a few years away from qualifying for retirement. Cpl. Tyler Reddington and detective Brandon Gomez will fill the sergeants’ spots. Officer Nathan Bessette is set to be the next corporal, and officer Drew Hubel bumps to detective. Roberts said he budgeted for the promotions, which have some savings because the staff involved are not at the top of the salary scale. Officer Shelly Studebaker will move into the community services officer job and work with residents and property owners and managers to reduce crime. Lance Zaugg was doing that work in addition to his role as school resource officer. Roberts said he was reluctant to fill these posts because that would have compromised police patrols, a service the department must provide. But one officer is returning to the department after recuperating from an injury, and another is coming back after the birth of his child. And the department’s newest officer, Travis McMasters, graduated Friday from the basic police course at the Oregon Public Safety Academy, Salem. (The Umatilla Tribal Police Department’s officer Markus Williams also graduated). Roberts said McMas- ters has several weeks of field training to complete before he can plug into the work rotation. Pendleton also has an opening. Roberts said he fired one new officer about halfway through the 16-week police academy. Joe Toepfer started at the academy on July 11 with McMasters and is not on the graduation list. Roberts did not identify the man or go into details about what led to the dismissal but said the former employee “made some poor decisions” while attending the academy and “I’m just not about that.” Pendleton invested close to $20,000 into him before the termination. Still, Roberts said, that’s better than giving someone a badge and gun who is unfit for the job. Roberts also informed the city council other officers could take leave due pregnancies, and he would not promote anyone if that jeopardizes patrol. Cops find suspect after sending him Facebook warning BRIDGEVILLE, Pa. (AP) — State police have helped cops in a southwestern Pennsylvania town keep a Facebook promise they made to an armed robbery suspect: “We WILL find you.” The Meadville Tribune reports Tuesday that 32-year-old Robert Watkins III was arrested Sunday in Rockdale Township. That’s near Meadville, which is Watkins’ hometown — and about 100 miles north of Bridgeville. That’s where police got a warrant charging Watkins with the Thanksgiving Day robbery of a Gulf gasoline station. Bridgeville police posted a message on Facebook saying, “It’s only a matter of time before we find you.” The post included several pictures of Watkins, and said he had been identified through surveillance video at the scene. more rape charges East Oregonian The Umatilla County District Attorney’s Office this week brought three more rape cases against Cole James Pryor, 18, of Pendleton. Circuit court records show a grand jury on Wednesday handed up three new indictments, one alleging third- degree rape and second-degree sexual abuse of a girl younger than 16 and the others alleging second-degree rape of two girls younger than 14. Pryor The district attorney’s office Thursday in Pendleton charged Pryor with all counts, which are felonies. The indictments allege Pryor raped the first girl in November 2015, the second and third girls in March and early April, and the most recent rape was in July. Pendleton police learned about that incident first and arrested Pryor on Nov. 10 for first-degree rape of a 12-year-old girl. That investigation led to the others. Pendleton Police Chief Stuart Roberts said Pryor met some of his victims through their older sisters and others through social media. Pryor and some of the girls were friends on Facebook. The district attorney also charged Pryor with reckless driving and two counts of reckless endangering another, all misdemeanors, for a Oct. 2 incident. Pryor remains in the Umatilla County Jail, Pendleton, in lieu of $280,000 bail. His next court hearing is Dec. 20.
