RECORDS Friday, December 2, 2016 PUBLIC SAFETY LOG WEDNESDAY 10:54 a.m. - A woman told Umatilla police she was helping a friend and ended up fraudulently withdrawing money from his bank account. 11:45 a.m. - A Pendleton-area woman called 9-1-1 to report a man threatened to harm her. 1:21 p.m. - Someone during the night on Eighth Street, Umatilla, broke windows on two vehicles. 2:26 p.m. - Hermiston police received a request from a Umatilla County Circuit Court judge to check on the welfare of a child following the arrest of the mother. 3:16 p.m. - A woman told the Umatilla County Sheriff’s Office she made a deal in the Hermiston area to buy a mobile home in exchange for five $2,500 gift cards. She said she sent the cards but no one delivered the trailer, and the seller is not responding to her calls or texts and still is offering the trailer for sale online. 4:12 p.m. - A Pendleton bank reported a night deposit contained a counterfeit $100 bill. 4:43 p.m. - Meacham residents on Corwin Lane sought help after propane exploded in the home two days ago. The caller said the blast blew out all the windows and burned her boyfriend, and she has a headache. She said they contacted The American Red Cross, but the agency will not send help without a police report. She also said they do not have insurance and “the house is falling down.” There was no need to send medical help, she said, but she wanted to talk to a deputy. 4:48 p.m. - Pendleton police responded to people fighting in a parking lot on Westgate Drive due to a road rage incident. 6:13 p.m. - An old white man followed and scared a few people near Weston-McEwen High School, Weston. 9:35 p.m. - Probably time for this guy to get a new room- mate. A Weston resident reported his roommate refused to give him his car keys and claimed she would steal the vehicle anytime she wants. 10:26 p.m. - An Oregon State Police trooper in Pendleton stopped a newer two-door white Buick for turning the wrong way on Southwest Dorion Avenue from 13th Street and failing to stop at a stop sign. When the trooper asked for the driver’s license, he took off east on Dorion. The trooper notified Pendleton and Umatilla tribal police and looked for the car, but the driver got away. ARRESTS, CITATIONS •A Hermiston man faces charges of rape and sexual abuse. Hermiston police Wednesday morning arrested Jose Marvin Antonio Perdomo-Funez, 30, of 1260 N.W. 13th Court, Hermiston, on a warrant stemming from a Nov. 22 Umatilla County grand jury indictment for one count each of first-degree rape and sexual abuse. Hermiston Police Chief Jason Edmiston said Perdomo- Funez knew and had access to the victim, who was 18, and the sex was non-consensual. She reported the crime on Aug. 5 and detectives began an investigation that included Oregon State Police giving Perdomo-Funez a polygraph exam. (The U.S. Congress Office of Technology Assessment and the National Academy of Sciences consider polygraph, or lie detectors, as unreliable at best.) Court records show the district attorney’s office Wednesday afternoon arraigned Perdomo-Funez on the charges, and circuit Judge Eva Temple in Hermiston set his bail at $100,000. He remains in the Umatilla County Jail, Pendleton. His next court date is Dec. 12. •The Umatilla County Sheriff’s Office arrested Clyde Beldon Baker, 36, of 705 Mamie St., Stanfield, in connection with a theft at a home on the 32200 block of East Loop Road, Hermiston. The district attorney’s office in court documents allege Baker stole plasma cutters worth at least $1,000, a .22 caliber revolver and a horse trailer. The state charged Baker with two counts of first-degree theft, unauthorized use of a vehicle, possession of a stolen vehicle, felon in possession of a firearm and possession of methamphetamine. Baker remains in the Umatilla County Jail, Pendleton, in lieu of $35,000 bail. His next court hearing is Thursday. •Pendleton police arrested J. Maston Wornell, 36, and Kimberly Dawn Irwin, 35, both of Pendleton, for second-degree child neglect and interfering with a peace officer, both misde- meanors. Police also arrested Wornell for resisting arrest and felony failure to report as sex offender. State court records show Wornell has a 1999 conviction for felony sexual abuse. He also has a 2014 conviction for posses- sion of methamphetamine and has a case pending in Umatilla County Circuit Court for meth possession and trespassing. And he pleaded no contest in September to speeding 100 mph or more and driving with a suspended or revoked license. Irwin does not have any convictions in state courts since 2002. •Umatilla tribal police arrested Christopher Reuben Selam, 33, of Pendleton, for fourth-degree assault, harassment, menacing, strangulation and contempt of court. •Hermiston police arrested Richard Joseph Baxter, 24, of Hermiston, for possession of methamphetamine and two counts of contempt of court. •Pendleton police cited Byron Allen Adels, 25, of Milton- Freewater, for driving under the influence of intoxicants. Police also arrested him on two local misdemeanor warrants. East Oregonian OBITUARIES Zane Jose Draper Pilot Rock April 18, 1961-November 10, 2016 Zane Jose Draper, 55, of Pilot Rock passed away at St. Anthony Hospital on Nov. 10, 2016. Zane was born April 18, 1961, in Pendleton, Ore., to parents Stephen and Sue Draper. Zane was raised on the family ranch, where he enjoyed hunting and fishing. Zane graduated from Pilot Rock High School in 1979. Shortly after graduation, he enlisted in the Marine Corps for a three-year tour, and was the recipient of two Purple Draper Hearts. He received an honorable discharge in 1983. Zane spend his younger years working for Hinkle and McCoy and traveling the United States for work. Zane returned to his hometown area, and married Joanne Peek, and they had one child together, Ira Draper, 24, of Pilot Rock. Zane is survived by his mother, Sue Draper of Pendleton; sister Karen Draper of Pendleton, brother Steve Draper of Pilot Rock, and sister Trudy Draper-Jessen, also of Pilot Rock; and numerous cousins, nieces and nephews. At Zane’s request there will be no services. There will be a gathering of family and friends on December 10, 2016, at Archie’s Restaurant in Pilot Rock from 2:00 to 5:00 p.m. Alt are welcome to stop in and share in remembrance of Zane Jose Draper.
