RECORDS Thursday, October 13, 2016 PUBLIC SAFETY LOG TUESDAY 1:44 a.m. - A 9-1-1 caller in Umatilla reported a “higher power” told her someone was outside her home and she may have heard noise in the backyard but that could be her dog. Still, she said, she would like an oficer to contact her. 8:28 a.m. - Pendleton police received a report that a man was holding a child hostage at Indian Hills Village Apartments, 1335 S.W. Second St. 8:39 a.m. - A man asked to speak to a Umatilla County sheriff’s deputy after a near crash. He reported he was northbound on Highway 395 near Punkin Center Road, Hermiston, when a driver with California plates changed lanes and did not signal, nearly clipping his vehicle. They pulled into the parking lot at Oxarc Inc., 80492 Highway 395 N., Hermiston, where the caller said the other driver made threats. The caller said he was going to tell police, and the other driver stated he was the police. 11:24 a.m. - A caller from Stahl Farms on Despain Gulch Road, Stanield, reported a bulk tank of pesticide leaked during the weekend, possibly due to vandalism. The man also said he contacted emergency and environmental agencies. 11:50 a.m. - Union Paciic Railroad reported a male was “playing chicken with the trains” about half a mile north of 64348 Old Oregon Trail Road, Meacham. 1:13 p.m. - Hale’s Restaurant, 174 E. Main St., Hermiston, was the victim of theft. Someone stole two checks from the business, according to the report to Hermiston police, and cashed them in Walla Walla. 1:55 p.m. - A woman went to a home on North Prescott Street, Echo, and grabbed the occupant there by the neck. That person then bit the attacker. The call information indicated the two know each other. 2:04 p.m. - Staff at the United States Post Ofice, 104 S.W. Dorion Ave., Pendleton, reported a woman wearing a yellow bandanna, gray tank top and jeans stole items from the lobby. 3:49 p.m. - A Pendleton man on Southwest 31st Street reported the neighbor’s dog escaped and mated with his dog, and the neighbor suffered a bite when he pulled the dogs apart. 8:02 p.m. - A screaming man approached two people at Southeast Emigrant Avenue and Main Street, Pendleton, then tried to shake their hands and sell them drugs. Police did not ind the would-be dealer. 8:43 p.m. - The Umatilla County 9-1-1 center received a call from a man who stated, “I need to talk to Bill Golter,” a Hermiston police oficer. The dispatcher asked the caller questions, but he only said he wanted to talk to Golter. A woman then got on the phone, said there was no emergency and her boyfriend was highly intoxicated and tried to explain to him not to call 9-1-1. ARRESTS, CITATIONS •Pendleton police arrested two juveniles for damaging a construction vehicle on the 1700 block of Southwest Perkins Avenue. East Oregonian OBITUARIES DEATH NOTICES Kathryn Ann Fowler Jane L. Starner Forest Grove July 5, 1955-October 6, 2016 Oct. 16, 1951-Oct. 10, 2016 Kathryn Ann Fowler, 61, of Forest Grove, Oregon, passed away at her home on Thursday, Oct. 6. She was born July 5, 1955, in La Grande, Oregon, to parents Matt and Doris Doherty. She attended school in Herm- iston, Oregon, grad- uating with honors in 1973. In addition to being a National Merit Scholar, she was a varsity tennis player and band/pep band member. Fowler Following high school she attended the University of Oregon, where she was an enthusiastic member of both the marching and pep bands. She gradu- ated with a degree in music education and for a brief time taught music at Stanield and Hermiston. She returned to school, taking technical classes at Blue Mountain Community College. On completion of her studies, she became employed by Intel Corporation where she Umatilla spent the next 31 and a half years, until retirement. Kathy loved the outdoors. She was very active in 4-H when she was young, and often had her pet steer at the fair. Kathy was a very avid Oregon Duck fan. She loved her dogs and her horse, and with her husband, Dave, enjoyed entering their dogs in various hunting dog ield trials. She is survived by her husband Dave Fowler, parents Matt and Doris Doherty, sister Susan Russell, and brother Steve Doherty. A rosary will be held at The Visitation Catholic Church in Verboort, Oregon, on Saturday, Oct. 15 at 10:00 a.m., followed by a Mass of Christian Burial at 10:30. A graveside service will be held the following Saturday, Oct. 22, at 10:00 a.m. at the Hermiston Cemetery in Hermiston, Oregon. OBITUARY POLICY The East Oregonian publishes paid obituaries.
