until he/she is able to determine onion quality accurately.
The CAIP trainee positions involve some shift work and often work 5-

MORROW COUNTY LAND USE HEARING
THE MORROW COUNTY PLANNING COMMISSION will meet
for a work session on August 30, 2016, at 6:00 p.m. at the
Bartholomew Building in Heppner, Oregon, to discuss the Farm
and Forest Model Code Update. Following the work session at
7:00 p.m. the Planning Commission will hold the following
hearings of public interest:
Variance V-S-028-16: Mitchell Bloecher, applicant and
owner. The property is described as Tax Lot 1400 of Assessorʼs
Map 4S 28 11AB and is located in the Blake Ranch Subdivision.
The property is zoned FU. The request is for a variance to
setbacks stipulated in Morrow County Zoning Ordinance
(MCZO) Section 3.020H Setback Requirements to site a shop.
Criteria for approval include MCZO Article 7 Variances.
AC-105-16 and AZM-106-16 Comprehensive Plan and Zoning
Map amendments. Oregon Department of Transportation,
Applicant and Owner. The property is zoned EFU, described as
Tax Lot 1500 of Assessorʼs Map 3S 26, located south of
Heppner on Highway 206. Request is to amend the
Comprehensive Plan to add a Goal 5 significant aggregate site
to the aggregate resource inventory list, approve mining and an
asphalt plant, and to amend the Zoning Map to include the site
within the Significant Resource Overlay Zone. Criteria for
approval are found in the Morrow County Comprehensive Plan
(MCCP) Natural Resources Element and Review and Revision
Process as well as MCZO Article 3 Section 3.200. This is the
first of at least two public hearings with the final hearing before
the County Court.

Opportunity to voice support or opposition to the above proposal
or to ask questions will be provided. Failure to raise an issue in

Finding of No Significant Impact (FONSI) concerning the
proposed Wallula to McNary 230-kilovolt Transmission Line
Project. The Proposed Action and environmental mitigation
measures are described in the Environmental Assessment (EA)
and attachments. Under the proposed project the Confederated
Tribes of the Umatilla Indian Reservation (CTUIR) will grant a
2.02-mile-long transmission line right-of-way (ROW) with 0.58
acre of permanent disturbance on ceded lands of the CTUIR at
the Wanaket Wildlife Area in Umatilla County, Oregon. Based
upon the project EA, dated May, 2016, it has been determined
that the proposed actions will not have a significant impact on
the quality of the human environment; therefore, an
Environmental Impact Statement is not required.
SUMMARY: This notice is to advise interested parties that an
EA and FONSI are available concerning the proposed project.
The Bureau of Indian Affairs (BIA) Environmental Assessment
(EA) considered and analyzed environmental affects of the
proposed action and no action alternatives. This notice is
furnished as required by the National Environmental Policy Act
(NEPA) Regulations (40 C.F.R. 1503 and 1506.9).

provided as required by the National Environmental Policy Act

Comments: The City port well has unexpectedly failed. In order to continue water suppy, the City needs to replace the pump. The
