RECORDS Tuesday, July 26, 2016 PUBLIC SAFETY LOG FRIDAY 10:25 a.m. - A couple in the vicinity of Cedar Road, Irrigon, knocked on doors asking for cigarettes and walked through people’s yards, a caller reported to the Morrow County Sheriff’s Ofice. 11:57 a.m. - A resident of Cedar Road, Irrigon, reported his ex-girlfriend was outside trying to break into his truck. She had also caused trouble the previous night, the caller said. 12:06 p.m. - A man walking across a crosswalk at Southeast First Street and Court Avenue, Pendleton, was almost hit by a woman who was talking on her cell phone while driving. The man said the woman did not stop and said he wanted to sign a complaint. 1:14 p.m. - Terry’s OK Tire, 214 N. Main St., Milton- Freewater, reported a padlock cut off sometime during the previous night. 1:17 p.m. - The Morrow County Sheriff’s Ofice was alerted that a woman was assaulted on Brace Road, Irrigon, and her attacker stole her cell phone. 1:17 p.m. - An employee of the Umatilla Basin Watershed Council, 920 S.W. Frazer Ave., Pendleton, reported he returned to the ofice and found a tran- sient inside the building trying to take items. He requested contact from a Pendleton police oficer. 2:52 p.m. - Approximately $300 in change was reported stolen from a residence on Southwest Ladow Avenue, Pendleton. 3:16 p.m. - A farm building on Columbia Lane, Irrigon, was burglarized, the building’s owner reported to the Morrow County Sheriff’s Ofice. 5:04 p.m. - A resident of Northwest Church Street, Heppner, reported her fence was torn down, her outside table and chairs were missing and her back door was wide open. She suggested possible culprits to a Morrow County sheriff’s deputy. 8:45 p.m. - The manager of Westgate Shell, 4412 Westgate, Pendleton, reported he has video of an employee pocketing the business’ money and requested contact from a Pendleton police oficer. SATURDAY 2:13 a.m. - A pickup truck full of kids “drinking and picking ights” followed a resident of Southwest Kirk Avenue, Pendleton, to his house but left when the man, who has a concealed carry permit, showed them his handgun. 6:02 a.m. - A resident of Eastside Road, Milton- Freewater, reported she returned home to ind a possible intoxicated woman trying to get into her home and vehicle. The alleged burglar left without gaining entry to either the home or vehicle, but the caller asked a Umatilla County sheriff’s deputy to call her. 1:43 p.m. - Someone poured something into a man’s gas tank while it was parked overnight on Hoop N Holler Lane, Irrigon, the man’s mother reported. 3:43 p.m. - A man was approached at the Hermiston Post Ofice, 375 W. Orchard Ave., and asked if he was a police oficer. When he replied that he wasn’t, the man told him “not to play him.” When the caller said again that he was not a police oficer, the man punched another man. He requested contact from a Hermiston police oficer. 4:19 p.m. - Umatilla police were called to a ight between two women at McNary Market & Deli, 205 Willamette St. 4:36 p.m. - A resident of Alder Avenue, Umatilla, reported someone broke into her friend’s residence again, after the locks had been changed. She requested contact from a Umatilla police oficer. 6:18 p.m. - The Pendleton Fire Department and ambulance crews were called to a residence on Southwest 12th Drive for a propane or butane explosion and ire that resulted in burns. 6:55 p.m. - A man renting a house on Southwest Second Street, Pendleton, called Pendleton police to report a man had moved into his back yard with a mattress and was throwing garbage around. 9:01 p.m. - Kids walking on Cedar Road found mail on the ground, a caller reported to the Morrow County Sheriff’s Ofice. 9:04 p.m. - The Morrow County Sheriff’s Ofice was called to Love’s Travel Stop, 78665 Tower Road, Boardman, for a woman who was asking truck drivers for money and “getting mean with them” when they told her no. 10:19 p.m. - Pendleton police investigated an alleged assault at the Vert Auditorium, 480 S.W. Dorion Ave. SUNDAY 12:01 a.m. - A vendor in town for Pendleton Bike Week reported his wallet was stolen out of his booth at the Pendleton Convention Center, 1601 Westgate. 12:26 a.m. - A woman was intentionally hit by a car in the parking lot at the Hermiston Conference Center, 415 S. Highway 395, while working security for an event. The woman had asked the suspect to stop “doing burnouts” in the parking lot prior to the hit-and-run. She refused an ambulance. 1:33 a.m. - Pendleton police were called to Fallen Field behind the Pendleton Convention Center for a reported assault in progress. 2 a.m. - An employee of Crabby’s Underground Saloon, 220 S.W. First St., Pendleton, called Pendleton police for help breaking up a ight inside the bar. 3:30 a.m. - Umatilla police were called to a home at Sunset Village Mobile Home Park, 900 Umatilla River Road, after a report of domestic abuse. 4:25 a.m. - A Harley Davidson motorcycle was reported stolen from a residence on Southeast Third Street, Pendleton. The owner said the keys were not with it. 9:30 a.m. - A man driving an extended cab pickup speeding down North Ott Road, Hermiston, hit a “Children Playing” sign held by a local resident with the truck’s mirror. The caller said the speeding is a constant problem in the area and requested contact from a Umatilla County sheriff’s deputy. 9:38 a.m. - Pendleton police received a report of a stolen silver 2002 Chrysler PT Cruiser from Southeast Byers Avenue. The caller said the car was running with the keys inside it when it was taken. 11:40 a.m. - Two semi drivers at Pilot Travel Center, 2115 S. Highway 395, Stanield, got into an argument and one poked the other in the eye. The injured man requested contact from a Stanield police oficer. 1:14 p.m. - A resident of Southwest 10th Street, Pendleton, called the police when a handwritten note threatening to latten his tires was left on his vehicle. 2:13 p.m. - A burglary was reported by a resident of South Hill Apartments, 248 S.W. 28th Drive, Pendleton, but the resident couldn’t ind anything missing. 2:45 p.m. - A resident of East Punkin Center Road, Hermiston, called the Umatilla County Sheriff’s Ofice to report the theft of a 9mm semi-automatic Marakov pistol, two 8-round clips and a holster. The caller named a possible suspect. 4:46 p.m. - Pendleton police received a report of a stolen bicycle and broken yard decorations at a residence on Southwest 31st Street. 5:01 p.m. - A possible intoxicated man was reportedly trying to break into cars at Wally’s Auto Sales, 613 S.E. Court Ave., Pendleton. 7:48 p.m. - A resident of South Main Street, Pendleton, reported his home was broken into and a DVD player was missing. The caller named a possible suspect. 11:38 p.m. - A computer bag containing two laptops was reported stolen from a room at the Red Lion Inn, 304 S.W. Nye Ave., Pendleton. ARRESTS, CITATIONS Friday •Umatilla tribal police arrested James Hector Freeman Estrada, 26, address not provided, for possession of methamphetamine and a felony probation violation. Saturday •Milton-Freewater police arrested Chris John Chase, 59, 392 Raspberry Loop, Milton- Freewater, for driving under the inluence of intoxicants. •The Morrow County Sheriff’s Ofice arrested Cristine Luzette Mendoza, 42, address not provided, for duii. •Hermiston police arrested Richard James Mills, 62, address not provided, for irst-degree criminal trespass after he pointed an airsoft gun at another man while naked. •Oregon State Police arrested James E. Dillon, 55, address not provided, for duii. •Oregon State Police also arrested Ted James Baker, 21, of Stanield for duii after Baker almost hit the trooper head-on on Rieth Road outside Pendleton. Baker also refused intoxicant level tests. •The Morrow County Sheriff’s Ofice arrested Denise Aileen Williams, 45, for second-degree custodial interference, a felony. •Hermiston police arrested Theodore Londale Williams, 32, address not provided, for identity theft, interfering with a peace oficer and a felony parole violation. Sunday •Milton-Freewater police cited and released Jesus Uribe Garcia, 19, of Milton-Freewater for duii. •Pendleton police arrested Cody Ray Dubois, 28, address not provided, for hindering prosecution. •Pendleton police arrested Joseph Donald Mattison, 58, address not provided, on charges of possession of methamphetamine, unautho- rized entry of motor vehicle and second-degree criminal trespass. East Oregonian OBITUARIES DEATH NOTICES Robert Howard Jepsen Debra ‘Debbie’ Amon Heppner July 26, 1929-July 19, 2016 Milton-Freewater July 7, 1955-July 22, 2016 Robert Howard Jepsen, 86, of Heppner, Ore., passed away on Tuesday, July 19, 2016, at Kadlec Hospital in Richland, Wash. A Celebration of a Life Well Lived was held on Saturday, July 22, at 11:00 a.m. at All Saints Episcopal Church in Heppner. Following the service, lunch was provided at the church. Robert, or Bob as he was known by most people, was born in Heppner, Oregon, on July 26, 1929. His parents were Walter and Jepsen Matilda (Burns) Jepsen. Bob was the third of nine siblings. He grew up on a Rhea Creek farm where his father raised laying hens. He attended Ione School for all 12 years and graduated in 1948. After high school graduation, he attended Paciic University on a football scholarship and studied business. He then transferred to Eastern Oregon College where he also played football. During college he met his wife-to-be, Suzanne Lieuallen of Pendleton, while skiing at Spout Springs. Bob was on the ski patrol and rescued Suzanne after she had fallen and broken her arm. They were married on June 24, 1951. Soon after their marriage, Bob took over farming the Dobyns ranch, where he had worked part-time since the eighth grade. While on the wheat farm, the couple had two children. Susan was born in 1952, and Bill came along in 1955. Susan went on to become a regis- tered nurse and Bill a veter- inarian. Bob and Suzanne continued to farm until 1991, when Bob retired and they moved to Heppner. Bob loved agriculture and continued to help his son Bill on the farm until his death. This would have been his 73rd harvest. Church and community involvement were very important to Bob. He was a man of strong faith, believing in salvation through Jesus Christ and the promise of resurrection and eternal life in heaven. He was an active member of All Saints Episcopal Church and participated in their Cursillo program. In earlier years he was a Sunday school teacher at the Ione Church. He also spent many years working with a prison ministry in Pendleton and was involved with Full Gospel Businessmen’s Association in Hermiston. Bob served in numerous other organi- zations including time as president of the Oregon Wheat Growers League, president of the Willow Creek Country Club, and chairman of the Oregon State Farm Service Agency committee. Bob was a member of the museum board, the county road committee and many local and state committees. Soon after retiring from farming and moving to Heppner, he was elected mayor. He served in that posi- tion for 12 years, from 1993-2004. Over the years Bob has been recognized with many awards and honors, including Conservation Man of the Year in 1970, Oregon State Father of the Year in 1972 and, with Suzanne, Heppner Man and Woman of the year in 2002. Bob enjoyed spending time outdoors. He was an avid snow skier and a member of the Mazamas Mountain Climbing Club for over 15 years. He also helped teach survival skills at Tupper Outdoor School to local sixth graders. Golf was another of Bob’s favorite pastimes, right up to the time of his recent illness. He especially loved spending time with his grandchildren and great-grandchildren. They will miss his love and his sense of humor. Those left to cherish his memories are his wife of 65 years, Suzanne; daughter Susan Bullington of Umatilla; son Bill (Nancy) of Heppner; four sisters, Elsie Baca of Maryland, Betty Mault of Coos Bay, Anna Larson of Portland and Evie (Mike) Elder of Eugene; two brothers, John (Jean) of Ione and Frank (Linda) of Milton-Free- water; six grandchildren: Brad Bullington, Matthew, Daniel, Eric and Rebecca. Jepsen, and Amy Jepsen Schaffeld; and nine great-grandchildren: Blake and Brody Bullington, Natalie, Seth, Cody, Abi, Laurelee and Anna Jepsen, and Whitney Schaffeld; and numerous nieces and nephews. He was preceded in death by his parents and two sisters, Virginia Wood and Mary Holtz. Memorial contributions may be made to the Willow Creek Terrace Assisted Living Facility, 400 Frank Gilliam Drive, Heppner, OR 97836. Money will go speciically toward to building a paved and land- scaped walking path for residents there. By the grace of God, Bob lived a long life, and he was full of life while with us. He worked and gave of his time tirelessly. He was loved and respected by many and he paved the way for a great number of descendants to be brought up in the fear of the Lord and with a delight to live with both intensity and trust.
