RECORDS Thursday, May 12, 2016 East Oregonian PUBLIC SAFETY LOG TUESDAY 8:02 a.m. - A Hermiston resident reported someone had taken money out of her bank account. Hermiston residents also reported bank account fraud at 1:32 p.m., 2:13 p.m., 2:33 p.m., 2:35 p.m., 3:26 p.m.. 4:14 p.m., 4:40 p.m., 5:09 p.m., 5:30 p.m., 8:20 p.m. and 10:59 p.m. Amounts taken ranged from $183 to $1,500. 9:19 a.m. - A student at Blue Mountain Community College, Pendleton, reported her cell phone was stolen Monday at the school. 9:25 a.m. - The ofice manager for Umatilla County Human Services reported a bank bag containing cash and checks was lost. The Pendleton Police Department is investigating. 9:47 a.m. - A Hermiston resident reported her son’s cell phone was stolen and they had tracked the phone to the Roadway Inn in Pasco, Wash. 10:34 a.m. - The Umatilla County Sheriff’s Ofice received a report from a resident of Highway 730, Umatilla, who said his neighbor has threatened to destroy the property by bringing his tractor over and tearing down the shop and trees. 10:35 a.m. - During a session at Hermiston Circuit Court, 915 S.E. Columbia Drive, a defendant indicated to a Umatilla County sheriff’s deputy his desire to perform a citizen’s arrest on Judge Temple and the deputy district attorneys. 12:08 p.m. - A resident of Northwest Bailey Avenue, Pendleton, reported that his dog was electrocuted by an electric fence put up to contain the herd of goats providing brush control on the Umatilla River levee. Pendleton police determined it a civil problem. 3:17 p.m. - A Umatilla County sheriff’s deputy was requested to assist in transporting a patient from Lifeways in Hermiston to Good Shepherd Medical Center for a director’s custody admission. A Lifeways employee said the patient had set a ire in a house and was not being aggressive but was “talking to his voices.” 4:40 p.m. - Someone reported an intoxicated or very young driver on East Highland Avenue and South Highway 395. The reporter said the driver could not even see over the steering wheel. A citation was issued. 6:33 p.m. - A resident of Southwest Ladow Avenue, Pendleton, reported the stereo stolen from their unlocked vehicle sometime within the past two days. 6:34 p.m. - A woman was spotted keying vehicles on the lot of Islas Auto Sales, 82070 N. Highway 395, Umatilla, but took off before employees could get her name. ARRESTS, CITATIONS •Pendleton police arrested Cody James Gay, 19, address not provided, for possession of methamphetamine, interfering with a peace oficer and giving false information to police. •Milton-Freewater police arrested Marcos Diaz, 22, 305 N.E. 13th Ave., Milton-Freewater, for harassment constituting domestic violence. SCHOLARSHIPS Hermiston Kiwanis Noon Club announces scholarship winners HERMISTON — The Hermiston Kiwanis Noon Club announced that four Hermiston High School students have been selected to receive $1,000 scholarships. The Perry Johnson Post-Secondary Education Scholarships have been awarded to Andrew Wagner of Echo and Soia Tello of Hermiston. Wagner will attend Eastern Oregon University with the inal goal of obtaining a master’s degree in agricultural business. Tello plans to enroll at Georgetown University Tello in Washington, D.C., Wagner to pursue a degree in international business. Recipients of the Russell Dorran Memorial Scholarships are Bob Coleman and Laura Zepeda, both of Hermiston. Coleman will attend Oregon State University and will Zepeda major in agricultural Coleman business. Zepeda also plans to attend OSU, where she will study chemistry with the ultimate goal of receiving a Ph.D. in pharmacy. The scholarship applicants were evaluated on their academic achievements, inancial need, and leadership and service activities within their school and community. Linda L. Achuff Hermiston March 21, 1943-May 9, 2016 Linda L. Achuff was born on March 21, 1943, in Louisiana, Missouri, to parents Buster and Dorothy Owen Meadows. She died on May 9, 2016, at her home in Herm- iston, Oregon, at the age of 73 years. Linda was raised and attended schools in Pend- leton, Oregon. She graduated from Pendleton High School in the class of 1961. Linda married Ray Sharrah and they Achuff had a son, Steven. She later moved to Spokane, Washington, and married Ronald Phelps and they had a daughter, Jodie. Linda then moved to Phoenix, Arizona, and married Walter E. Achuff in 1977. They moved to Hermiston, Oregon, in the early 1980s where they have lived since. Linda worked at Vista Eye Care, irst as a secretary and later as the district manager until her health forced her to retire. Darrel William Cecil of Walla Walla, Wash., formerly of Pilot Rock, Ore., died April 29, 2016, at home at the age of 92. Darrel was born in Kahler Basin outside of Spray, Ore., to parents Ralph and Ruby (Dennison) Cecil. Darrel was raised and attended school in Spray. He was united in marriage to Phyllis Pauline Tuttle Hinton on September 15, 1944. He served three years in the U.S. Army Air Corps. Cecil After returning from the war, he worked for the Dallas Tele- phone Co. Later, he went to work in the lumber industry and retired in 1988 as an unloader operator at Harris Pine Mills. He loved to ish, hunt and tell stories of things that happened in his life. Survivors include his brother, Frank Cecil; son and wife Gene and Char- lotte Cecil; daughter and husband Becky and Scott Furstenberg; grandchildren Brenda Davis, Ryan Cecil, Jake Fursten- berg and Maddie Furstenberg; six great-grand- children; and many nieces and nephews. He was preceded in death by his parents; his wife Phyllis; brothers Percy and Vernon Cecil; and sister Gerldine Gates. Online condolences can be shared with the family at www.pioneerchapel.com John Howard Rayl Stanield July 12, 1935-May 4, 2016 John Howard Rayl was born on July 12, 1935, in Baker, Oregon, to Grace Pauline Bobb and John Homer Rayl. He died May 4, 2016, at his home in Stan- ield, Oregon. John attended the Baker School District until his senior year, when he transferred to Gem State Academy in Idaho. He graduated from there in 1953. While at Gem State he met his wife Betty Anne Moore, also a student. They married in Herm- iston on August 21, 1954. They Rayl made their home in Baker, where they had four girls. John worked as an engi- neer for the Pondosa Rail- road spur until in closed, and then he took as position as a sawyer for a local sawmill. He later began working for a building contractor out of La Grande and in 1970 he moved his family to Herm- iston where he began his own contracting business. He built homes and ranched until 1980 when he moved back to Baker and continued ranching. In 1995 he retired to Stanield, bringing his cows with him. He continued to farm and work cattle — retirement was only a word to him. He enjoyed going to the livestock sale, working at the local food bank, and ball games: baseball, basketball, and even ping pong. He enjoyed telling the story about getting to play a couple of friendly basketball games with Elgin Baylor, before he became famous in the ’60s. John is preceded in death by his wife Betty Moore Rayl. He is survived by daughters Valerie, Carmine, Brenda and Jonell, 12 grandchildren, and 15 great-grandchildren. His funeral service will be May 14, 2016, at 3 p.m. at the Hermiston Seventh-day Adventist Church.
