PUBLIC SAFETY LOG THURSDAY 7:57 a.m. - A Hermiston resident reported receiving a threatening call from someone claiming to be the IRS that she believed was a scam. Separate Hermiston residents also reported similar incidents at 9:25 a.m., 10:42 a.m. and 12:44 p.m. — all from different phone numbers. :14 a.m. - 7he 8matilla &ount\ Sheriff¶s 2f¿ce cited a resident on Agnew Road, Hermiston, after a neighbor complained about the person’s Chihuahuas. The caller said the small dogs some time ago killed her chickens and attacked her children, and the dog owner agreed to keep the dogs from running around, but two days ago they got out again and attacked one of her ducks, which is going to die. :22 a.m. - Someone stole a 4-inch Àat-screen T9 from a home on (ast %ella 9ista Avenue, Hermiston. 8:46 a.m. - A battery operated four-wheeler was reported stolen out of a garage on Northeast Sixth Street, Hermiston. 9:17 a.m. - Two pit bull dogs chased horses on Northeast Wagner Lane, Hermiston. The horse owner said she took photos of the incident and the dogs are from a neighbor on Raven Lane. 10:04 a.m. - Two neighbors near Milton-Freewater did not get along, and one called 9-1-1 and said the other cursed at him and accused him of throwing a rock at his dog. 10:45 a.m. - A customer of a Pendleton car wash complained to police about spending more money than the business advertised to wash his car and he was unable to contact the owner. Police called this a civil problem. 10:54 a.m. - An Athena man on North Washington Street lets out his neighbor’s dogs, according to the dog owner, and another neighbor witnessed the man let the dogs out and even kick one of the dogs. The Umatilla County Sheriff’s 2f¿ce responded and gave one man a citation. 11:02 a.m. - The Portland Police Bureau asked Pilot Rock police to check at an address for a vehicle involved in a hit and run in Portland. 11:47 a.m. - The Umatilla County Sheriff’s 2f¿ce received another dog-related complaint. This time a woman on Minnehaha Road, Hermiston, reported a UPS driver comes into her yard just to kick her dog. The driver about 40 minutes ago came to deliver a package, which he left outside the fence because he is not welcome in the yard. Then, she said, the driver entered the yard, stomped at the dogs and kicked one of them. The dog owner said she previously contacted UPS about this driver and believes the delivery company is not doing enough to stop incidents like this. Thus, she wanted to speak to a deputy. 12:04 p.m. - Pendleton police received a report that a woman has been harassing and stalking two women at their home and tanning business. 4:09 p.m. - Stan¿eld police received a report that a vehicle damaged the railroad crossing arms at North Thielsen and Dupont Streets, Echo, and took off from the scene. 4:11 p.m. - A man in Umatilla reported his signi¿cant other assaulted him. 4:26 p.m. - An underage female was caught stealing a beer from the Hermiston Rite Aid. 5 p.m. - Hermiston ¿re¿ghters warned a property owner burning blackberry bushes near East Spearman Road, Hermiston, that Thursday was a no-burn day. 5:02 p.m. - A woman reported the theft of prescription medications from her home on Seventh Street, Umatilla. 6:28 p.m. - Pendleton police received a call about a white male in a red SU9 at Home Town Cleaners, 1810 S.W. Emigrant Ave., with three sunglasses on his head while blaring music. The caller said the person might be on drugs. 8:42 a.m. - A Pendleton woman on Northwest Third Street told police her female neighbor was yelling at her, stating, “Lady on the top deck you are going to die or I’m going to kill you.” The caller also said the neighbor was smoking marijuana. She asked for an of¿cer to come to her home. 10:43 p.m. - A Pendleton man reported his girlfriend threw his things into the dumpster. ARRESTS, CITATIONS •Umatilla County Community Justice arrested Andrew Kenneth Thorson, 31, of Umatilla, for a parole violation and felon in possession of a weapon. Oregon State Police in October 2014 arrested him after a traf¿c stop on probation violations, vehicle theft and several weapons charges. •Hermiston police arrested Aaron Michael Beach, 24, of Hermiston, for a felony probation violation, unauthorized use of a vehicle and possession of methamphetamine. County Community Justice Department director Dale Primmer asked the county board of commissioners on Wednesday to authorize spending $5,592 to buy 12 of the guns, plus holsters and magazine holders for the 9-mm ammunition. The board voted 3-0 in favor. Primmer said this was a lingering issue since the department separated years ago from the VKHULII¶V RI¿FH 3UREDWLRQ RI¿FHUVDUHSHDFHRI¿FHUV under Oregon law, he said, and carrying a gun is typical for the job. 7KH VKHULII¶V RI¿FH policy allowed those RI¿FHUVWRFDUU\WKHLURZQ guns, a policy Community Justice continued. “The result is we have a hodgepodge of equipment and a number of different ¿UHDUPV RXW WKHUH RQ DQ\ Page 7A SATURDAY, APRIL 9 given day,” Primmer said. The department is then contractually obligated to provide training and ammunition for each gun in use. Providing guns and limiting the model used on the job will save money on training and ammunition.
