At 9 a.m. March 25, the TRCI mail room reported it received an envelope with an unknown, powdery substance. The mail room, located within the admin- istration building at TRCI, was secured and the admin- istration building evacuated. The institution continued operations as usual. Hermiston Fire and Emergency Services Hazardous Materials unit and Umatilla Fire and Rescue responded to investi- gate. No employees reported any adverse reactions, and Photo Contributed by HFES Hermiston HazMat teams responded to Two Rivers Correctional Institution on Friday for a report of a powdery substance. no hazardous substances were identi¿ed. TRCI is a multi-custody prison in Umatilla that houses 1,800 male inmates. TRCI participates in prison industries with Oregon Corrections Enterprises including institution and industrial laundry, mattress manufacturing, and sewing. Other institution work programs include reparation and cleaning of irrigation ditches, maintenance of local baseball ¿elds, and work with local cities and the Hermiston School District. The facility provides a range of correctional programs and services including educa- tion, religious services, and behavioral health services. TRCI opened in 2000. Police did not ¿nd the Tuartet. :11 a.m. - A Stan¿eld man reported he and his “ex” argued, she yelled at him for an hour and then grabbed him around the neck. He said she has his house key and truck key and would not give them back. 9:36 a.m. - Hermiston police asked Pendleton of¿cers to try to contact a woman who drove into a Hermiston police car Thursday morning and left. Hermiston police also asked Pendleton to take photos of the vehicle she drove, which should have damage to the passenger side. 10:22 a.m. Contractors working at Northeast Elm and Fifth streets, Pilot Rock, were urinating in public. 10:54 a.m. — Someone threw eggs at a vehicle on :illow 'rive, Stan¿eld. 11:22 a.m. - A Umatilla woman reported she was out $400 from a computer scam involving a company called Rhombus Technologies. 11:56 a.m. - A resident of Green Acres Mobile Park on Appleton Road, Milton- Freewater, reported someone broke into her green Volkswagen Passat and stole a chainsaw and gas can. 12:54 p.m. - A Pendleton man returned from vacation to his house on South Main Street and found he was the victim of a burglary and theft. 1:34 p.m. - Hermiston police received a call about a male in his 20s riding on top of a car driving on Sixth Street going toward East Highland Avenue. 2:34 p.m. - An employee of Ashley Manor shopping for clients at the Hermiston Wal-Mart reported the theft of several credit cards belonging to Ashley Manor residents. 2:58 p.m. - An employee of the Oregon Department of Fish and Wildlife was on a break on the North Fork John Day River off Forest Service Road 52 when a citizen told him a family of four has been stuck since Wednesday in the snow on the 5212 Road between Road 52 and Road 54. They called for a tow truck, the citizen said, but the tow was unable to make it up due to the snow. While the state worker talked to the Umatilla County dispatch center, he came across one of the family members, who said the party was walking out. The ¿sh and game employee said he would drive up in an all-terrain vehicle to see if anyone needed help. Umatilla County Sheriff Terry Rowan said the search and rescue team was about to head out when it receive word the party made it out safely. 3:59 p.m. - A male claiming he was with Dish Network prompted suspicions from a Pendleton woman on Northwest Fourth Street who reported the would-be seller wore a black hat and a black polo shirt with an “Iconix” logo. 4:35 p.m. - Another Pendleton caller reported a suspicious person at about 4:15 p.m. was going door-to-door on Southeast 17th Street. That man was in his 20s-30s, wore a ball cap, a red plaid shirt and blue jeans. 5:34 p.m. - A woman called 9-1-1 to report she dropped off her son at Lifeways, 331 S.E. Second St., Pendleton, but when she came to pick him up the organization was closed. She was hysterical, a dispatcher reported, and accused Lifeways of kidnapping her son. She asked for a Pendleton of¿cer to contact her. 8:49 p.m. - Another 9-1-1 caller told Pendleton police her ¿ancp¶s “ex,” the mother of the ex and mother of the ¿ancp came to her residence on Southwest Hailey Place and took her ¿ancp¶s 5-year-old daughter. She said there is no parenting plan, but the trio of women all left in a red Honda Fit. She asked for an of¿cer to come to the house. Jerome Myles Minthorn, 32, of Pendleton, failed to get away from Umatilla Tribal Police. Chuck Sams, communications director Confederated Tribes of the Umatilla Indian Reservation, said the pursuit started at about 8:19 a.m. when tribal police tried to stop a car at Nixyaawii and Cayuse roads. The vehicle headed east on Cayuse and eventually hit back roads. Sams said police called off the chase after losing sight of the car. Then of¿cers found it on Greys Lane and saw Minthorn. “They spotted him climbing up through the hills south of that,” Sams said. Police set up a containment area, Sams said, caught Minthorn, arrested him without incident and booked him in the Umatilla County Jail, Pendleton, on the following: a warrant for violating parole; felony and misdemeanor attempt to elude; reckless driving; recklessly endangering; dangerous drugs and criminal activity in drugs. •Morrow County Sheriff¶s Of¿ce arrested Leobardo JaTuez III, 40, no address provided, on a warrant for failure to appear and on charges of third-degree criminal mischief, third-degree escape, ¿rst-degree trespass, fourth-degree assault, strangu- lation, ¿rst-degree burglary, menacing and reckless endangering. •Umatilla tribal police arrested Mikyla Marie Zwieg, 22, no address provided, for felony credit card fraud and ¿rst-degree theft.
