RECORDS Tuesday, February 23, 2016 East Oregonian PUBLIC SAFETY LOG OBITUARIES FRIDAY Irene Ruby (Mitchell) Mowan 5:51 a.m. - An Irrigon woman reported the theft of her black Honda Civic from Southeast Fourth Street. :1 a.m. - A caller told the 8matilla Count\ Sheriff¶s 2f¿ce a woman he knows told him her boyfriend beat her last night and he could hear the boyfriend screaming during the call. 1:5 p.m. - 7he 8matilla County Sheriff¶s 2f¿ce received a report that a former employee of Space Age Fuel, 77522 Highway 207, Hermiston, is transporting stolen license plates. 7:51 p.m. - A woman told Pendleton police she was afraid to go home because a male there shoved her and threatened to harm her and himself. She said the male even talked of shooting someone. 10:15 p.m. - A woman on Gun Club Lane, Hermiston, reported someone was in her house and she did not know who it was. Law enforcement responded. 11:44 p.m. - Two men fought outside a trailer home at Sunset Trailer Court on Umatilla River Road, Umatilla. A witness reported one male choked the other, who also was bleeding from the nose. They went inside a home but continued to ¿ght. SATURDAY 12: a.m. - The Umatilla County Sheriff¶s 2f¿ce received a second-hand report of people driving by a house on Daytona Lane, Hermiston, while ³Àashing a gun.´ The caller also said he was just at the house and saw people outside but could not give descriptions. 12:49 a.m. - One male knocked out another outside Crabby’s Underground Saloon, 220 S.W. First St., Pendleton. A man who called 9-1-1 reported someone told him the suspect got out of a pickup, knocked out the guy, got back in the truck and left, and the victim was on the sidewalk in front of the bar. The victim refused an ambulance ride. 1:04 a.m. - The Umatilla County Sheriff’s Of¿ce received a report of gunshots at Northeast 10th Street and East Punkin Center Road, Hermiston. 1:51 a.m. - An Irrigon man reported he was drunk and asked the 0orrow County Sheriff’s Of¿ce to arrest him. Law enforce- ment took the man to his home. 2:0 a.m. - A Pendleton woman told police her ¿ancpe just got home and stated he was assaulted at Crabby’s. 5:08 a.m. - A semi driver reported someone broke into the trailer while he was showering at Space Age Fuel, 77522 Highway 207, Hermiston, and stole cheese. 7:32 - A caller found a skinned and butchered deer on the edge of Stewart Creek Road and Northeast Fourth Street, Pilot Rock. 2:53 p.m. - Pendleton residents burning on Northeast Riverside Avenue had a confrontation with a male after material from the ¿re drifted into the neighbor’s yard. The burners told police the male ³made threats and yelled obscenities at them.´ 3:10 p.m. - Pendleton friends were playing basketball at Lincoln Elementary School, 107 N.W. 10th St., when a 12-year-old schoolmate with a BB gun shot one of them. The boy reported he suffered a bruise on his left leg but was otherwise was not injured. 9:17 p.m. - Police on Highway 730 and Interstate 84 were looking for someone in a red Ford Astro van who was pointing a ¿rearm with a laser at passing vehicles. 10:06 p.m. - At least two people shined spot lights on deer on property off Steen Road, Milton-Freewater. UPCOMING SERVICES Richland, Wash. March 17, 1916 -February 17, 2016 Irene Ruby Mitchell Mowan peacefully went to be with Our Lord just one month before her 100th birthday while at the Hospice Home in Kennewick, Wash. She was surrounded by family and looked forward to spending eternity with her Lord and Savior. Irene was born in Backus, Minn., to Edward and Martha Mitchell. She had one brother and was the oldest of four sisters. They lost their mother in childbirth when Irene was just 16. She lovingly took on the responsibilities of caring for her siblings while helping her father run the family farm. She married the love of her life, Alva A. Mowan, in Mowan Backus, Minn., in 1936. In August of 1942 they loaded up their Model A with two kids and moved to Hermiston, Ore. They moved to Pendleton, Ore., in 1959. They had 28 happy years together before the Lord called Alva home in November of 1964. Irene was a loving wife, mother and grandmother who always put her family ¿rst. She loved to cook, sew, paint ceramics, bowl and spend time with her family. She and her four sisters were known as the “Giggle Sisters.” They laughed, loved, joked and enjoyed their time together. She was always there when her family needed her to lend support and love. Preceded in death by husband Alva A. Mowan; brother Lawrence Mitchell; sisters Wilma Duncan, Elsie Giles, Florence Hill and Ester Beck; a baby girl, Donna Lee; and great-grandson Jason Shell. She is survived by children Joyce Rollins, Dale Mowan and spouse Irene, Gail Perry and spouse Ron; daughter-in-law Janet Mowan and son-in-law Ray Rollins; seven grandchildren, DuRae Reece, Denise Brown, Allen Rollins, Tracey Brunning, Lonni Mowan, Brenda Shell and Curtis Perry; eight great-grandchildren; 14 great-great-grandchil- dren; stepsister Suzie and spouse Virgil Bowling; special friend Jo Manny; and many nieces and nephews. Irene lived the last four years in Carriage House at Guardian Angel Care in Richland, Wash., where she was blessed with loving and nurturing caregivers that became like family. We appreciate the care they gave her. Thank you to The Chaplaincy that gave her Hospice care and to the Hospice Home in Kennewick were she spent the last few days. They provided love, compassion and support for our Mom and also for her family. In lieu of Àowers our family request donations to “The Chap- laincy,” 1480 Fowler St., Richland, WA 99352. ARRESTS, CITATIONS Friday A woman at the Pendleton McDonalds on Southgate called for police at 9:33 a.m. because of a woman threatening her. Pendleton of¿cers arrived and arrested Anna Rachel Orton, 69, of Pendleton, for second-degree disorderly conduct, resisting arrest and assault of a public safety of¿cer. This is her second arrest this month on similar charges. A Pendleton man faces charges of rape. Pendleton police arrested Cody Cyle Boyer, 24, on a warrant for two counts each of second-degree rape and ¿rst-degree sexual abuse and booked him into the Umatilla County Jail, Pendleton. Court records show a grand jury indicted Boyer in early December for raping and abusing one victim. Boyer pleaded not guilty to the charges Friday in circuit court, Pendleton, and Judge Lynn Hampton set his bail at $150,000. Pendleton police arrested Phillip C. Bill, 46, of 45301 Lloyd Road, Pendleton, for driving under the inÀuence of intoxicants. Saturday Pendleton police arrested Sheldon Gerald Leonard, 27, of 23 S.E. 10th St., Pendleton, for duii, driving while suspended and refusing an intoxication level test. Milton-Freewater police arrested David Jose Tiscareno, 33, of 608 N.E. Fifth Ave., Milton-Freewater, for telephonic harass- ment and possession of methamphetamine. Sunday Pendleton police arrested Gregory Alan Bass, 35, of Pendleton, for possession of methamphetamine, failure to report as a sex offender and endangering the welfare of a minor.
