Notice is hereby given on February 18, 2016 that a measure
election will be held in Umatilla County Fire Dist. #1, located in
Umatilla County, Oregon on May 17, 2016.
The following is the final ballot title of the measure to be
submitted to the districtʼs voters.
Caption: Formation and Permanent Rate of Umatilla County
Fire District #1.
Question: Shall the Umatilla County Fire District #1 be formed with
a permanent tax rate of $1.75/$1,000 beginning FY2016-17?
Summary: A "Yes" vote forms Umatilla County Fire District #1,
effective July 1, 2016, and establishes a permanent tax rate of
$1.75 per $1,000 of assessed value. The district will provide fire
protection, rescue and emergency medical services to
residents in Hermiston, Stanfield, and rural areas in west
Umatilla County.
The Hermiston and Stanfield Fire Districts will operate until June
30, 2016, when equipment would be turned over to the new
district. On July 1, 2016, the Umatilla County Fire District #1 would
begin providing emergency services.
Property taxes will generate approximately $3,500,000 annually.
Taxes will pay for the current career and volunteer staff,
operational expenses, and capital reserve fund. The proposed
budget includes additional funds to pay for staffing the fire
station on Diagonal Road and to purchase new equipment and
apparatus.
This measure will take effect only if Measure # ___ and
Measure# ___ are also approved by the voters.

Bids due 2:00 p.m. March, 17th, 2016
Bids submitted for Supply of Design, Labor, Materials and
Equipment must be submitted in a sealed envelope to the Port of
Morrow, P.O. Box 200 (No. 2 Marine Drive), Boardman, Oregon
97818 not later than 2:00 p.m., local time, on the 17th day of
March, 2016. At that time they will be publicly opened. Bids will
not be accepted after this hour and date. The Port of Morrow will
be acting as the General Contractor for this project.
The Project Description: Joint-Free Freezer Concrete Slab
Plus/Minus 110,000 square feet
The concrete floors shall be a “jointless” floor system to
accommodate the loading of seven (7) deep racks, (4) pallets
high, 3,500 pound rated racking. It should have a sand or mud
slab base covering the glycol lines, insulation, and a wear slab
designed for fully loaded racks designed for four (4) pallets high.
The slab design shall account for all necessary thermal breaks
between the different temperatures. Floor slab construction joints
shall be kept to a minimum and reinforced to prevent differential
joint settlement. All warehouse concrete floor slabs shall receive
an Ashford (or equal) floor densifier.
The Port of Morrow reserves the right to reject for good cause,
any or all bids, or to postpone the award of the contract upon
finding that it is in the public interest to do so. Each bid must
contain a statement as to whether the bidder is a resident bidder,
as defined in ORS 279a.120. The bidder is subject to all
requirements regarding the payment of Prevailing Wage Rates
per Public Works Project ORS 279c.800 to 279C.850.
