ON THE PROPOSED FORMATION OF
UMATILLA COUNTY FIRE DISTRICT #1
In accordance with ORS 198.835, on
Wednesday, February 17, 2016 at 9:00
a.m. in Room 130, Umatilla County Court-
house, 216 SE 4th Street, Pendleton, Ore-
gon, the Umatilla County Board of Com-
missioners will conduct a final public hear-
ing on the proposed formation of the Uma-
tilla County Fire District #1. The Board of
Commissioners may enter an order calling
for an election on the formation of the dis-
trict and the setting of a permanent tax
rate. The purpose of the district will be to
provide fire protection service to the areas
now served by Hermiston Fire and Emer-
gency Services and the Stanfield Rural
Fire Protection District. The boundaries of
the proposed district will be the bounda-
ries of those districts, and also include
some of the unprotected area located in
Township 5 North, Range 30 and Town-
ship 5 North, Range 31, EWM.
Al interested persons may appear at the
hearing and be heard on the formation of
the district.

CW-89 filed by Youth Stimulus Package,
LLC, 3825 W Court St., Pasco, WA 99301,
proposes to convert from a 25 HP centrifu-
gal pump and approx. 32 handlines 40' in
length at a rate of approx. 160 gallons per
minute (gpm) to a 10 HOP centrifugal
pump and approx. 850 feet of 4” diameter
pipe to a center pivot at a rate of approxi-
mately 145 gpm.
The project on the South Fork of the Walla
Walla River is expected to conserve 0.17
cubic foot per second (CFS) under Certifi-
cate 13127 with an 1894 priority date for
0.13 CFS and 1907 for 0.04 CFS. The pro-
ject is also expected to conserve 0.015
CFS under Certificate 13178 with a 1902
priority date. The applicants propose 25%
(0.045 CFS) of the conserved water be
protected instream in the South Fork of
the Walla Walla River. CW-89 also pro-
poses to change the place of use for a
portion of both Certificates 13127 and
13178.
The project appears to be consistent with
the requirements under ORS 537.470.

On January 22, 2016, a request for ap-
proval of a Sole-Source procurement was
presented to and approved by the Board
of Directors of Frontier TeleNet, acting as
the Local Contract Review Board.
It has been determined based on written
findings that certain Goods and Services
are available for acquisition from only one
source. The Goods and Services to be
purchased are comprised of two compo-
nents, both of which are to be acquired for
a term of twenty (20) years and provided
via a single-owner underground fiber-optic
network that is operational by December
31, 2016. The first component is a 10
Gbps wholesale intrastate private line
transport telecommunications service from
the Frontier TeleNet Erskine Ridge site to
Arlington. The second component is, at
no additional charge, a dark fiber license
option right on four (4) fibers (AKA two
pair) from the aforementioned Erskine
Ridge site to Wasco, Oregon.
