SPORTS Friday, December 11, 2015 East Oregonian Page 3B Education board considers mascot ban exemption By PARIS ACHEN Capital Press SALEM — The fate of Molalla High School¶s rallying symbol — the Molalla Indian mascot — has been in limbo for the past ¿ve years since the Oregon Board of Education banned all American Indian mascots beginning in January 2017. Spurred by the Legislature, the state education board is considering a rule that would make a narrow exception to the ban. Only three out of 14 schools with such mascots would be eligible under the exception, and Molalla is one of them. Rogue River High School and Siletz Valley Early College Academy are the others. “I think it is step in the right direction because it begins to give clarity to schools and tribes on the heels of a period of great uncertainty as the executive and legislative branches of government navi- gated this dif¿cult issue,” said Tony Mann, superintendent of the Molalla River School District. The rule would allow American Indian mascots when the name includes the name of a federally recog- nized tribe and the tribe signs an agreement with the school district to use the mascot. The school district also would have to show that its schools are located in a geographic area of interest to that tribe. School districts would be prohibited from changing their mascots¶ names to meet the reTuirement. A public hearing on the proposal is scheduled for 2 p.m. Dec. 21 on the second Àoor of the Public Service Building, 255 Capitol St. N.E. in Salem. The state education board plans to vote on the rule at its January meeting. School community members and native people, are divided over the proposal. Critics of American Indian mascots oppose any excep- tion to the ban because they view the imagery as deni- grating to native people. Even if the school community is well intentioned, they say, the depictions rarely reÀect the local native culture. Hillsboro resident JacTue- line Keeler, member of the Navajo Nation, said local American Indian mascots depict Plains Indians rather than local tribes. “They¶re mascoting my culture without my consent,” Keeler said. She said American Indian mascots are rooted in racism. In its ban, the state education board cited studies that showed such mascots had a negative impact on American Indian students¶ self-esteem and social iden- tity development. Some school community members say the exception fails to go far enough because it excludes schools that depict their mascots with a sense of respect and pride. Under the proposed rule, Warrenton High School¶s mascot, the Warriors, would need to change because the name omits the name of a federally recognized tribe. Warrenton High School sits on land where the Clatsop lived, but the Clatsop have no federal recognition, said Mark Jeffery, superintendent of the Warren- ton-Hammond School District. “In the conversations I have had with community members, it¶s clear that it¶s not their perception the mascot was used to denigrate or harm Native Americans” Jeffery said. “They saw it as a symbol of strength and connection to our historic past.” The Warrenton-Hammond School Board will follow whatever rule the state educa- tion board sets, Jeffery said. “We just need some clarity,” Jeffery said. Reyn Leno of the Grand Ronde Tribal Council said local tribes, rather than the state school board, should be allowed to decide whether a American Indian mascot is appropriate. He said many people mistakenly believe the tribal council is behind the ban. None of the school districts that could be eligible for the exception have reached a signed agreement with one of Oregon¶s nine federally recognized tribes. Molalla River School District has been strength- ening its relationship with the Confederated Tribes of the Grand Ronde since 2013. The Molalla Indians are one of the banded tribes of the Grand Ronde, and the high school¶s mascot represents that history and tie to the land, said Superintendent Mann. The discussions with the tribe led to the school district adopting a fourth-grade curric- ulum in 2013, which teaches the history of local tribes. “The overwhelming majority of community members with whom I have spoken and heard from are saddened by the thought that the mascot as it is and as it is currently represented would need to be abandoned,” Mann said. Track & Field Coe defends Eugene after French prosecutors open probe By JOHN LEICESTER Associated Press PARIS — French prose- cutors have opened an inves- tigation into the decision to award the 2021 track world championships to Eugene without an open bidding process. 7he ¿nancial prosecutors¶ oI¿ce in Paris aims to deter- mine whether corruption, money laundering or other crimes may have been committed in the IAAF¶s decision and, if so, whether prosecuting them might fall within French jurisdiction. 7he of¿ce said 7hursday that its probe, opened Dec. 1, does not target any speci¿c individuals at this stage. It is also separate from another, more advanced criminal inves- tigation being led by French magistrates into suspected corruption by former IAAF president Lamine Diack and two other people who worked for the sport¶s governing body: lawyer Habib Cisse and former anti-doping chief Gabriel Dolle. In France, preliminary probes that uncover wrong- doing can lead to a more formal criminal investigation or prosecutors can later close them down if they ¿nd no evidence. “We have suspicions, otherwise we wouldn¶t open an investigation,” a prosecutor said, speaking on condition of anonymity per his of¿ce¶s reTuirement. “We are within our rights to have a look. But there may be normal reasons (for the Eugene award) that will lift the suspicions.” Diack¶s successor, Sebastian Coe, on Thursday again defended the selection of Eugene. Speaking to the BBC, he said it wasn¶t the ¿rst city the IAAF has picked without open bidding. He also said the IAAF¶s ruling council saw the ¿rst world championships to be held in the United States as a chance to break into that market. “That¶s not without prec- edent,” Coe said. “We have selected cities before not within a bidding cycle. “By 23 to 25 votes my council decided that this was, for the foreseeable future, the best opportunity to get the world athletics championships into the United States,” Coe added. “Every sport is falling over itself to get into the largest sports market in the world.” The prosecutors¶ probe follows intense media scrutiny of Coe¶s role in the Eugene decision. The former Olympic running champion was, until last month, a long-time ambassador for Nike, which is headTuartered outside Port- land, about 100 miles (160 kilometers) from Eugene. His dual roles for Nike and the IAAF led to Tuestions about conÀicts of interest, particularly after the BBC last month published an email in which a Nike executive wrote that he discussed Eugene with Coe three months before the surprise IAAF selection of the small Oregon city without a bidding process. Coe “made clear his support for 2021 in Eugene,” wrote the Nike executive, Craig Masback. Coe has insisted he “did not lobby anyone.” The Swedish city of Gothenburg, which was also vying for the 2021 worlds, has called for the whole process to be investigated.
