Severin is the son of Michael Severin of Pend- leton. He is a 2011 graduate of Big Sky Academy, Eliz- abeth City, N.C. He earned an associate degree in 2014 from College of the Albe- marle, Elizabeth City, N.C. J. Albert Baxter, M.D., of Pendleton, passed away peacefully, with his wife and children at his side, on June 2, 2015. He was 88 years of age. He was ERUQ LQ )DLU¿HOG Mich., on September 24, 1926, to E. Glenn and Ina L. Baxter. After graduating from Elyria High School (Ohio) in 1944, Albert began Oberlin College, diverting to be inducted in the U.S. Army where he served both in the 6RXWK 3DFL¿F DQG in Korea during World War II. Upon Baxter returning home, KH ¿QLVKHG KLV Bachelor of Arts degree at Oberlin College, graduating in 1949. He went on to Ohio State University, completing a Master of Science degree in bacteriology in 1951, and completing the Doctor of Medicine degree at Case Western Reserve University in 1955. He married Yvonne Capone in 1950. They had ¿YHFKLOGUHQWRJHWKHU Moving to Oregon in 1955, he completed his Internship at Sacred Heart Hospital in Eugene and a one-year residency in internal medicine at the Portland Veterans’ Administration Hospital. He completed a one-year residency in psychiatry at the Oregon State Hospital in Salem and was a staff physician there for a year. He practiced general medicine in Salem for 8 years, leaving to complete two more years of residency in psychiatry in Traverse City, Mich., and in Albuquerque, N.M. His residency in community psychiatry led to a long career in community mental health in Oregon. He was a staff psychiatrist for Lane County Mental Health, and director of Marion County Mental Health until his move to Pendleton, in 1975. He worked for the State Mental Health Division as clinical director for the Eastern Oregon Comprehensive Community Mental Health Center, serving multiple coun- ties in Eastern Oregon, and DV FKLHI PHGLFDO RI¿FHU DQG clinical director and later as superintendent for the Eastern Oregon State Hospital and Training Center. He married Lorraine Sullivan Crawford in 1978. As the state hospital began the process of closure, he opened a private psychiatry practice in Pendleton, closing his practice after 30 years, at the age of 86. Dr. Baxter wore many hats in the community. He served as medical director for the Eastern Oregon Alcoholism Foundation for 25 years, was a psychiatric consultant at the Eastern Oregon Correctional Institution for 22 years and was a psychiatric consultant at Yellowhawk Clinic on the Umatilla Indian Reservation for 11 years. He was medical director for St. Anthony Hospital Psychiatric Services for seven years and psychiatric consultant for the Department of Energy at Hanford, Rich- land, Wash., for 11 years. He enjoyed serving on numerous state and local boards, serving as president of Rotary International Pendleton, president of the Association of Oregon Mental Health Clinic Direc- tors, chairman of the Umatilla County Local Alcoholism Planning Commis- sion, and president of the St. Anthony Hospital Medical Staff. He served as D PHGLFDO RI¿FHU in the U.S. Army Reserve and in the Oregon National Guard. He was Oregon State Surgeon for 8 years, retiring from the Oregon National Guard after 39 years of combined service with the U.S. Army Reserve and the Oregon National Guard. He leaves behind his wife of 36 years, Lorraine; four children: John (Cindy) Baxter, Karen (Manuel) Garibay, Lisa (Greg) Gettig, and Patricia (Mike) Harrahill; 14 grand- children and nine great-grand- children. He was predeceased by his infant daughter Denise Patricia Baxter, his great-granddaughter Scarlet Winter Garibay, his parents, and his sister Eileen Lucille Standen. It was Dr. Baxter’s long-time dream to come to Eastern Oregon. An outdoorsman all his life, he ORYHG ¿VKLQJ KXQWLQJ DQG hiking with friends and family and he loved the Pendleton Round-Up. He enjoyed many years spending time at the family cabin at Langdon Lake. He loved symphony, opera and theatre, and was a strong supporter in the devel- opment of the life of the arts in Pendleton. He died on June 3, 2015, at his home in Hermiston, Oregon, with his wife and sons by his side at the age of 67 years. Don graduated from Sanford High School in the class of 1966. He joined the United States Navy in January of 1967 and served 2½ tours in Vietnam. During his third tour Don was injured DuBois and was honorably discharged in March of 1970. He received the National Defense Service Medal, Vietnam Service Medal, Republic of Vietnam Campaign Medal with Device and Meritorious Unit Commendation Ribbon. Don moved to Hermiston, Oregon, in 1970 and worked for Marlette Homes then building custom homes in the Hermiston area before hiring on at the Umatilla Army Depot in 1979. While at the Army Depot he received many accommodations for his outstanding work ethic. He was on the shooting team for the Army Depot, earning many trophies for his marks- manship. Don was united in marriage to LaVonne Smith in 1977 and helped to raise her four sons. Don was a devoted husband and father, living his life for his wife, sons, and grand- children. Don had one dream and that dream was to spend the winters down south after retire- ment. God granted him that wish for 5 months before he was diagnosed with cancer and returned home to be with his family. He is survived by his wife of 38 years, LaVonne DuBois, Hermiston, Ore.; daughter Holly Ramsdell, Illinois; sons Jerry G. Foley Jr. (Laura), Jeffrey D. Foley (Robin), and Christopher J. Foley, all of Hermiston, Ore.; 14 grandchildren; four great-grandchildren; and many nieces and nephews. Don was preceded in death by his parents, a brother Bob DuBois, and son Darrell A. Foley.
