Richman on May 15 sent an email to the city stating Steve Draper, Pilot Rock’s public works director, contacted him the previous week with an offer of working 24 hours a week for $5,000 a month. That would have boosted Richman’s pay to about $52 an hour. Richman responded with a counteroffer. He wanted at least $6,200 a month for 20 hours a week, plus the use of a city-owned Chev- rolet Tahoe. He also would not work weekends or take 541-276-6990 after-hours calls for service. “If the city isn’t paying for PERS or medical they can afford it,” Richman said in the email. He also stated anything more than 20 hours a week would be overtime, and he would “only answer once a month to the council with full control over the police department.” Richman on Wednesday said the email “was no big deal” and refused to answer questions. The council discussed Richman’s email during a closed-door meeting May 19. Carnes said she had no comment about Richman’s offer.
