Regulations were approved by the Boardman City Council at a special meeting Tuesday, April 28. A year-long moratorium on dispensaries expired Friday. Ordinance No. 4-2015 provides two commercial sub-districts where dispen- saries will be allowed, and adds language to the city’s development code for medical marijuana shops, such as setting hours of operation and limiting the size of signs. Dispensaries will not be allowed within 1,000 feet of schools, playgrounds, churches and bus stops, which have already been designated as “minor chil- dren safety zones” in an ordinance passed by the city council on March 17. The Oregon Liquor Control Commission is in charge of writing rules for recreational marijuana business licenses, and Beyeler said it remains unclear just what the agency plans to do. Boardman, along with all other jurisdictions in Morrow County, enacted a moratorium on dispensaries in 2014 after the legislature passed Senate Bill 1531.
