The war department has Just ap pointed a "plucking board" of five generals to go over the records of ev ery officer in the army to see who shall be released to make room for the required second lieutenants. It has designated the number of officers In each grade who must be released. The board's selection must be made, and the officers picked be released, before December 15. When the process Is completed, the upper ranks reduced, and the second looles" inducted Into the service. Uncle Sam's army of 125,000 men will be officered by one general, 21 major generals, 46 brigadier generals, 4 20 colonels, 677 lieutenant colonels, 1, 575 majors, 3,150 captains 2,967 first lieutenants and 1,771 second lieuten ants, all officers of the line, and 1. 477 officers of all ranks in other branches, such as the.
