H OW complete was the deception of the German people by
i their military dictators when Germany entered upon its
, campaign of unrestricted U-boat warfare is again dem-
oiiBiratea m the report of the German committee of investiga
tion on the war. The plain truths that it tells will still be unpai-
tpie to many uermans. They would have been impossible of
utterance under the old order, says the New York World.
' Against the military rulers, whose domination was abso
lute, ts directly charged entire responsibility for the campaign
of ruthlessness. The kaiser of course assented. The civil gov
ernment was sceptical and protested, but was abruptly over
ruled. It was not even permitted to raise the issue in the Reich
stag, , It passively lent obedience to the decree of the military
clique in supreme power. ' - - ;
The Hindenburgs and Ludendorffs brooked no opposition
end .admitted members of the-government to consultation only
with the purpose of prescribing their policy. Ample warning
was given by experts in the service of the government that un
restricted U-boat warfare could not insure victory to Germany
and that it would surely bring America into the war. But with
the military dictators no arguments counted. They wholly mis
judged America's resources and said that the U-boats would bar
the transportation of American troops, "if there were anv."
There were 2,000,000 in France in the fall of 1918, and as many
more ready to go. ... . '.
,By way of a personal note, the kaiser added that there must
be, once and for U1 an end to negotiations with America. "If
Wilson wants war he can make it and have it" The world im
perfectly understood then how weak a tool the Hohenzollern
ruler was in the hands of the military autocrats nominally un
der his orders. The fiction Of imperial authority still survived.
In endeavoring to enlighten the German people on the events
of the war, the present government need only draw on the rec
ords, but the work of official suppression and falsification was
too long committed to skilled hands to be quickly undone. It
will take years for the German people to see with clear .eyes
facta never open to doubt by the rest of the world.

A TOTAL number of 152,979 applications for converted
Zil! insurance have been approved by the Bureau of War
. Risk Insurance, according to an announcement by Di
rector R. G. Cholmeley-Jones who is making public at this time
figures of a preliminary report on United States government life
insurance, prepared in the insurance division of the Bureau for
the period ending June 30, 1920.

$511,821,500 and classified as to the forms of policy offered by
the government, the converted insurance is distributed as fol
lows: -
Ordinary life, 17,462 $77,986,000..
20-Payment Life, 45,208, $182,830,500."
SO-Payment Life, 4,184, $19,859,500.
20-Year Payment, 71, $168, 276,000.
30-Year Endowment, 8,925 $35,353,500.
Endowment at Age 62, 6487. $27,516,000.
The total amount of premiums 'received on this insurance
including monthly, .quarterly, serrfi-annual and annual, was
$10,135,5577.
. The effective interest rate on total invested assets is 5.06 per
cent.

Owners of land under the proposed
Teel irrigation ditch met -with direc
tors of the district at Echo Tuesday
afternoon to effect a means . of pro
gressing with the development of the
district, halted ' early' in the spring
when the State of Oregon withheld its
endorsement-of interest on the bonds.
A committee of five, L. L. Mann, Joe
Cunha, Sr., A. M. Longwell, Fred
George and W. H. Crary, was named
to examine conditions and report to
the next meeting.
Books of the district organization,
expense accounts and progress made

committee. Their report is expected
to recommend tho beat procedure to
be taken in the fotnre for continuing

At Tuesday's meeting, W. B. Hinkle,

duced by Manuel Pried ly and passed
by the council. Several holes were
filled with asphalt by. the Warren
Construction Co.. several months ago,
but new hazards have since been

for a new motorcycle for Pendleton's
traffic officer to ship without a de

for bids. The successful bidder said
that he had had experience with city

corder Thomas Fits Gerald: wrote that
when the machine was received and
found to be acceptable, the .warrant
would bm drawn. The next Bidders
will be required to ost 10 Per cent
of the amount of their bid as a for
feit and evidence of good faith.
On account of the recant Turner
street sewer bid exceeding the estimate
of the city engineer, orders-were issued
to readvertias for the work.
