Russia's proposal for a conference with the allies in London was regarded unofficially yesterday by a skilful maneuver to effect a quasi recognition of the soviet regime. Officially the state department was without knowl edge of the Soviet suggestion, but it was clear that unless more urgent rea son than now is apparent is given, the United States will be in no haste to ac. cept an Invitation to Join in such a con ference, even though one were extend ed. : It was said that the V. 9. will be asked to participate but the prevailing opinion appeared to be that the spe cific imue-cessatlon of war "With Po land might better be .considered .first by the principals.
