WHAT DAWNS FOR MEXICO? yCgr ARRANZA'S rule, as president of Mexico, is ended, if re-. Ifl ports from that land of turmoil are true. The long pe- which broke out acutely with the end of Diaz' regime, may be at an end also. The Mexicans say that it is. Should peace again reign in Mexico, people of the North American continent will breathe easier. The rule of Carranza in Mexico has been a stormy one. Time ana again American citizens and American property have been attacked by Mexicans and the punitive expedition of General Pershing into the heart of Mexico before the war with Germany is still fresh in American minds. The American state depart ment has been occupied more with correspondence with Mexico in the last five years than with any nation not actually in state of war with the United States. Mexico's revolutionists, who have succeeded in aligning to their cause mo-st of northern Mexico and now have captured President Carranza, believe that they are to be to Mexico What the revolutionary forces in the colonies were to America. They declare they are for a united and representative government of the peoples of Mexico, they declare for law and order and say they want the good will and the financial assistance of Ameri cans in developing their country. Since the Carranza government was, after considerable in vestigation by this nation, recognized in Mexico last year as the official Mexican government, it probably will be some time be fore the government of the revolution in Mexico is officially rec ognized. if at all. Amalgamation of the many factions in Mex ico will be a difficult task for the new order in power. A strong leader must be found to bring Mexico through. The assurance that Francisco Villa will cease to be a menace, now that Carranza has been deposed, is welcome, if correct. Villa, together with others of his ilk, has been a deep thorn in the side of the United States border section and a leader of his type is no one to brinsr order out of chaos. Carranza and Villa, two leaders of quite different type, are on the shelf. The Unit ed States, and. incidentally, the rest of the world, will look on with a touch of interest while the evolution takes place. CONCERNING SPECULATION IN WHEAT FFICERS and directors of the Chicago board of trade have under consideration the question whether to per mit the resumption of speculative trading in wheat after the United States food administration goes out of commission at the end of this month, or to continue the restrictions that have been in force since this country entered the war. Some inter ests on the board demand a resumption of free speculative trad ing for the commissions it would bring. Others, among them James A. Patten and many of the older members, favor keeping the wheat pit closed against speculation another year. This; they say, is demanded by every important consideration, partic ularly the liability of a crop sfiortage, me nign cost 01 living, the feeling of nervousness in industry and finance and the gen eral unrest throughout fhe world. They fear that if the restric tions were removed entirely there would be wild gambling in grain that would lead to unwarranted prices and that the board of trade would have to shoulder the blame, even though outsid ers did the gambling. tIilch fhn fvnr- th return of unrestricted speculation hold that the law of supplv and demand would regulate the price of wheat. Th oiition is vital. The public temper is not such that it will tolerate much more speculation and profiteering in food stuffs. There is universal resentment because of the profiteer ing in sugar, but the profiteers are hard to ferret out. It would be different with the board of trade if speculation there raised beyond the limits of reason the price of wheat and consequently the price of bread. The board of trade is a tangible thing, an organization at which the anger of the people could strike in many ways through their administrative and legislative repre sentatives.
