Happy Canyon Tuesday, March 23 m HE plain, unadulaterated facts in connection with the PC plipht of the higher educational institutions of Oregon, H revealed here last evening by President W. J. Kerr of O. A. C, show that the schools face a near tragedy. All through the war period the money received by the m Itools from their millage arrangement has remained virtually the same each year. The millage tax nets no more money now 1 an it did six or seven years ago. Since the dollar goes but half far as it did the real situation is that the revenue for the t. hools has been reduced by one-half. On top of this the attendance at the schools has more than doubled. When the millage tax was provided the agricultural tollege had 1364 students. Today it has 3378 students. The university had 691 students. Today it has 1745. In other words, our schools are forced to handle more than double their former work with much less money when purchas ing power is considered. Is it surprising that President Kerr and President Campbell are hard pressed to solve the problem? Is it suprising that fac i ;: members are breaking down from overwork for which they are given inadequate pay? Is it surprising that staff mem bers have been resigning and that the schools face havoc if re lief is not provided. The people of Oregon have not known of the heroic fight these schools have made to keep going. They have not known of the sacrifices many faculty members have made for the good of their institutions by refusing to quit though offered outside ! -itions at greatly increased salaries. Nor do most people know that the majority of students at these institutions come Boi from wealthy homes but instead are going through college on money they themselvess earned bv hard labor. Few know- that hundreds of students now in school served this country on the fields of France and prompted by what they have learned in war want to equip themselves with educational advantages . demanded by modern conditions. There is no camouflage about the necessity of increasing the j millage tax. The wonder is how the schools have managed to . hang on as well as they have. The fact they have continued to f unction in spite of what seems like unsurmountable difficulties m a inouie to me einciency ot tnose in cnarge. But there is a limit to all things and we cannot expect our schools to continue doing double work at half price. HILE the senate has been haggling, among other things. over America's share of the expense in connection with the League of Nation's secretarial force in case this country enters' the league, Secretary Daniels has given them tr'imething bigger to think about. The secretary logically recommends three alternatives in connection with our naval development; the expenditure of a nominal amount on the navy if we join the league, the appro priation of a larger sum if action on the matter is deferred and the preparation for colossal expenditures in building up the na- y if this country decides to keep out of the league. The secretary's position is unanswerable. We must choose between perfecting a machine to provide peace or the perfect ing of a machine to make us invincible in war. if we are to turn -.ir backs on peace we must in common sense improve our arma ments even though it will cost billions. If we reject the idea of n international police system to curb marauding nations then we must ourselves "go heeled." There is no escape from it. We are at the crossroads and the senate upon which body responsi bility rests, has thus far engaged in nothing but palaver.
