After flatly refusing to say whether or not the government will permit any increase In coal prices in case the miners get wage Increases, Garfield read figures showing the margins which operators make and the per cent of mining costs that goes into the miners' wages. Operators through out the i ntry averaged a margin of about 4 0 per cent on a ton after paying the costs of mining and sell ing the coal at the government price of 12 61, Garfield announced.
