One truck trans port a complete oporating room ptady to be bolted together and put into operation In a few minutes. It. was made short with a panel back, and she moved through the room enveloped in a white veil of tulle, falling from ft coronet .of rare old lace loaned for the occasion by Mrs. Woodrow Wil son and flowing back to form a train. A dreadnought German air plane Carrying seven men and equip ped with five engines, has been shot down by the British. All the occu pants were killed by the explosion of two unreleased bombs. Secre tary Baker, explaining the new man power bill, said the new regulation., when adopted, will be so formulated that exemptions will be automatic. Registrants will determine their own status by their answers to the ques tions. This will lessen the burdens at the draft boards and simplify the work of weeding" out those who are to go into the deferred classes. Family relations -will be the basis of defer ments. , The war secretary made it plain that he is not satisfied with the pres ent system under which the registrant must claim deferred classification, as many men with dependents hesitate for" patriotic reasons to make such ev claim. In this connection, Mr. Baker said he was inclined to the opinion that the marriage relation will In it self constitute deferred classifacation. The committee) Mr Baker contin ued, was especially interested in the effect of the extension of the draft ages on colleges and also in the ques tion as to whether young men from 18 up would be drafted indiscriminate ly in class one or placed In a deferred class by age and drawn later, giving them some added months to come to maturltv. "I told the committee," said the war secretary, "that no fixed policy had been determined upon by the depart ment, but that the purpose was to al low the President to defer In class one the call of the youngest men. In government establishments, ex eluding coitrolled establishments e- rcaged in munitions work, women were 36 per cent of the total em ployee; in banking and finance, 24.6 per cent; in commercial occupation 16.9 per cent; In engineering firms, 7:14 per cent; in all metal trades, 6 per cent.
