News that the German submarine which was in terned in Cadiz last month had suc ceeded in escaping shortly after mid night has crested a great sensation. All responsible authorities. Includ ing the general in command of the arsenal and tho chief of the naval district, have been suspended from their functions. The crew of the U boat were al lowed full liberty In Cadiz and the officers had given their word of hon or not to attempt to escape. There was no ammunition on board and no torpedoes or mines.
