East Oregonian Round-Up Souvenir Edition Pendleton, Oregon, Friday, September 21, 1917. Page Nineteen AMERICA'S STARRY FLAG FIRST SEEN DURING TRYING TIMES OF REVOLUTION Twenty-Eight Page In 1(06, In honor of the union of Knglund and Scotland, the English flutf, which for yearn had been white with the red cross of St. George ex tending to, ItH edttes, was changed to a field of blue, across which waa placed the upright red cross of Ht. (taorge and the diagonal white cross of St. Andrew. This waa the flag that floated over the "Hunan Constant" at Jamestown and the "Mayflower" at Plymouth. Although the colonies frequently used devleoa of their own, the Kngllah tlag waa tho flag of this country for more than one hundred and fifty years. So different were the symbols of the colonies, regiments and ships that Washington, In 1776, wrote. "Please fix on aome flag by which our vessels may know each other. The first striped flag waa rained at Washington's hoadquarters, Cam bridge. Massachusetts, January 2nd, 1776, and saluted with thirteen guns. About tho mine time John Paul Jones, as senior first lieutenant, holated It with his own hnnds over Commodore Hopkins' flagship the "Alfred." then lying In the Dela ware at 1'hlladolphla. In 1777 congress appointed a com mittee constating of General Wash ington, Hubert Morris and Colonel Ftoaa "to designate a suitable flag for the nation." This committee, as all the world knows, conferred with Mistress Betsy Koss and afterward recommended a flag In which the stripes recently Introduced were re tained, but In which the crosses, the symbol of British authority, gave place to the stars which were hence forth to shine for liberty. On June 14th. 1777, In old Inde pendence Hall, Philadelphia, congress adopted the following resolution: "Resolved, that the flag of the thir teen United States be thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representing a new con stellation. The stars to be arranged in a circle." Enter here the Star spangled Manner, with thirty-seven years to wait for the song that was to Immortalize the name. The Stars and Stripes was first used In actual military service at tr" Fort Stanwix, re-named Fort Schuy ler, now Uomeo, N. T., on August 6th, 1777, and first carried In battle at a skirmish at Cooch's IJrldge, near Wilmington, Delaware, September Srd, 1777. On February Itm, 177S, Captain John Paul Jones had the great satis faction of seeing the Stars und Stripes "rocognlzed foi the first time and In the fullest manner by the flag of France" by salutes first to the "Hanger" and later to the "In dependence" of Jones' fleet. This was probably 'the first recognition by any foreign power of the colors of the United State of America. John Vaui Jones was also the first to see a regular British mon-of-war strike her flag to that of the United States. Jones received his appoint ment to the command of the 'Han ger" on the very day that our nation al flog was adoped by congress. He said ."That flag and I are twins. We cannot be parted In life or In death. So long as we can float, we shall float together; If we must sink, we shall go down as one." The flag was not changed until i The Picture Theatres alTA TTIEATF3K. By 1H16 four more utatea, TenneHHee, Ohio, LOUlHlana and Indi ana, were In the family and a com m It tee was appointed to give them a place on the flag. Realizing that there muit be a limit to the t ripen, the committee made a recommenda tion which wan adopted April 14th, 118, that the flag be permanently thirteen at ripen, representing the or iginal thirteen mate and that a new star be added fur each state as ad mitted. The plan of arranging the stars to form one large star wan abandoned at that time and the method of placing them in rows was adopted. Since then a Btar has been added to the flag on the Fourth of July fol lowing the admlfwlon of a state to the union. The flag of the United State at the time of the Revolution had thir teen stars; in the war of J 81 2, fif teen; In the Mexican war, twenty- nine: in the Civil War, thirty-five and In the ftpanlBh-American War, forty- five the number today is forty eight, arranged on the blue field In six rowH of eight stars each. The flag-making plant of the navy Is at the Brooklyn navy yard. The bunting comes from Massachusetts. Every case cost the government 5fl0 or 111.26 a roll. Every piece must weigh five pounds forty yards and stand a test of seventy pounds to two square inches The bunting la steeped In salt water for six hours and then exposed to the sun for another six. If It pass these tests It fc pronounced fit for our country's service. i-uAMto ami it vn in Colors" axe observed on board all our naval ev- sels and at naval stations, ine cere mony attending the raising and low ering of the nag is very "The Btar Spangled wanner has i - JLW Innr been nlyed at the raising, but In 1904 Secretary Moody ordered that It be played at the evening cere mony also, Instead of "Hail Colum bia," which had previously been use when the colors were owered.
