A BUSINESS INDEX ft HE report of the federal reserve bank for the dis trict of St. Louis shows an increase of 16 per cent in the volume, of business in that region, an increase of 26 per cent in unfilled orders, a de crease of failures and a 50 per cent decrease of liabilities as compared with 1914. That report is from a dist rict that is typical of the mid dle states section. It is a dis trict very slightly effected by war business and therefore may be said to typify the rising tide of general prosperity throughout the country'. NOT "CARNEGIE" LIBRARIES Tfr ET no one get the habit of referring to our local library as the Carnegie library or the branch libraries by the Carnegie title. It is the Umatilla County Library and the name is properly selected. The major part of the sup port for the library is local, not from Carnegie. The city provided the site for the Pen dleton building. The county has given the sum of $10,000 toward the construction of the building, the Carnegie founda tion $25,000. The furnishings are being provided by the city, the majority of the books, worth many thousands of dol lars, are from the former city library. However even in those places nothing is provided by the Carnegie peo ple for books, sites, furnishings or maintenance. Hence as in the case of Pendleton the real work in behalf of the instituti ons will be by the communities. In the Hermiston case the site for the building has been given by Col. J. H. Raley. Due credit should be given for the donations from the Car negie fund but it would not be correct to call our institutions Carnegie libraries. They are not such in the accepted sense, because it may be said that the Carnegie money represents a j minority of the stock. I preparedness movement and j practical steps are being taken I to place the country in better ; shape from a military stand- point. The preparedness work is not confined entirely to legis lation by congress for a great- er army, militia and navy. The Subject of military training in ! schools, particularly colleges, is being given pronounced at tention. j A committee of the Massa chusetts legislature has been appointed to consider the sub ject of military instruction in all secondary public schools of ithat state. A movement has been set afoot to introduce military training as a part of the curri culum of the University of South Dakota. The students of the Indiana University have voted over whelming in favor of the intro duction of military training in to that institution. At the University of Colora do a second company of engi neers has been mustered into the national guard. At the Iowa University the 2,000 cadets are ordered to ! daily morning drill. ' The establishment of mili tary training in the high schools of Indiana is being vigorously I pressed. Cadet corps have jbeen organized in the high schools of Indianapolis. Yale has organized a bat jtalion of artillery. A military i engineering school has been I established at Scranton, Pa. A course of military train ing has been introduced at ! Johns Hopkins University. The board of education at Springfield, Ohio, has adopted a military training as a part of the high school course. The school board at Seattle, Wash., has the question of military training in the public schools under consideration, with favorable recommenda tions. In all probability much of the school work along this line will be wasted effort yet the I general results will be good. The most practical work that can be done will consist in the upbuilding of the federalized national guard. The Austrians and Russians are showing more "pep" than was their wont some months ago. The general election is a long way off ; let it sleep until fall.
