The authorities contended early In the war that excessive drinking by the munition workers was lowering their output. Then came the com plaint that soldiers' wives were drink ing too much. The sum. though small, according to American standards, was liberal from the viewpoint of many English worklngmen. They also received it paid into their own hands.
