I have made and completed a detailed Information, so It has been my endeavor to make the survey on the most practical lines and such that I the grade cun be kept within the j maximum of 5 per cent. The route as proposed by the Joint committees from the cities of Echo.! Stanfleld, Hermiston and Umatilla, j was followed and is probably the most practical route from Umatilla t preliminary' survey of a proposed to Stanfleld. The route as called for I highway from Pendleton to I'mattl-; by this committee from Stanfleld to la. j Kcho. entails some very expensive. From Umatilla to Hermiston. a ! construction, including a bridge over section Ot seven miles, the line lies the Umatilla river, and an overhead closely parallel with the O.-W R. & j n.
