PORTLAND, Ore., Aug. Jl. Bur- rell A Sons of Glasgow, owners of the large fleet of "Strath" steamers, have given orders for the sailing of the steamers of their line now tied up on the Pacific coast, and the last Impe diment to the resumption of normal shipping conditions on this coast has now been removed. From this time on, unless the Germans unexpected ly secure control of the sea shipping is expected to be only slightly affect ed by the war in Europe. The orders received by the cap tains of the "Strath" steamers are believed to have resulted from the presence of the British cruiser New castle on this coast While the news of the arrival of the cruiser in Vic toria was censored by the British government, it is regarded here 'as certain that the vessel is at present off the coast and that as a result practically all danger to British ship ping has been removed. The Newcastle was reported as at Victoria Monday afternoon. Tuesday the British steamer Colusa sailed from Port Townsend for this port, the British steamer Inverbervie from San Francisco for Seattle and Port land. Yesterday the orders from Burrell & Sons reached here, mak In it appear certain that the ship owners nave received assurances some sort and cementing the beliet here that the Newcastle has arrived and the operations of the German cruisers Lelpsiv and Nurnburg check mated. At high tide last night the Brit ish steamer Colusa was floated and arrived at the dock of the Clark & Wilson Lumber company at Llnnton at 6 o'clock this morning. Aug. 2i.After spending more than a year consider lng the proposition, the committee ap pointed in July. 1913, by Mayor Steeves to frame a charter for a commission form of government for Salem, tonight completed its work and will report at the next meeting of the council. The charter was framed after a study of various sys tems in use throughout the United States and the committee believes it will meet the needs of Salem for many years to come. The manager system has been se lected bv the committee as the best for this city, and the manager la to be given full control of the various departments. . One feature of inter est U the provision to do away with titles for men who will work in vari ous capacities. The manager Is to be head of police, fire, treasury and other departments and the men un der him are to be only workers. ThU was incorporated with a view to pre venting a possibility that an officer might be so busy living up to a title as to neglect the duties of his de partment. According to- the charter framed by i the committee. tvtn men are to be j chosen as a city council and these I men shall constitute the legislative branch. A dis position toward leniency on the part of Deputy Sheriff Lumsden and Dep uty District Attorney Robinson was all that saved Joe Subotich, a resident of the Willbrldge neighborhood. from spending the coming few months in jail, according to District Judge Davtnn vesterday. Subotich. through Attorney G. G. Schmitt, pleaded gull ty to a charge of drawing a revolver on Lumsden, but said he was drunK at the time and did not know what he was doing. "Because the state and prosecut ing witness do not desire to prosecute, I will suspend sentence, but If he re turns he must serve a full year in the county Jail and whatever sentence he may receive In the future," said Judge Dayton. "His revolver Is con fiscated." The trouble which led to Subot ich's arrest has been over a duck nond. Subotich charged Frank Huntman with stealing 250 ducks and j Lumsden and Deputy Beckman went to arrest Huntam Subotich became ugly and interfered, drawing a gun when ordered away. After Subotich was sentenced yes terday Huntam's case came up, but Subotich and Huntam had agreed that each would open his duck pens and let such as belonged to the other wander home. On that agreement the larceny charge asainst Huntam was dismissed on condition that each pay $6, one half of the costs of Huntam's arrest. PASTIME TODAY. The artist becomes an out cast and is only saved from utter de gradation by the doctor's confession. The plot is original and convincingly worked out. The fire scenes In the last reel were startllngly vivid and as a whole, this production is a superior one. though the doctor's crime was truly a diabolical one. John Ince. Villette Stringer, Robert Whitter and George Trimble play the leads. A superior offering. "All for a Tooth." (Edison). This Is an original sort of a comedy wherein a husband. In a dream, mixes up his wife's lost tooth with an ex ploring expedition through the cata combs, where he gets bitten by a skeleton. Russia secured a concession for the Manchurlan rail way and France obtained a rectifica tion of the frontier at Tongkong. Germany's seizure of Kiaochow In retaliation for the murder of Ger man missionaries by Chinese follow ed in November. 1897, and In March the port with adjacent territory was leased by China to Germany for 99 years. The district was declared protectorate of the Germans to ex pire on April 27, 1998, and Its admin istration whs intrusted to the navy department with a naval officer ai governor. Itusl Ixhk- Irt Arthur. In November. 1897. Russia obtain ed a twenty-five year lease of Port Arthur and Talienwan with 800 square miles of territory, and secure I a naval base and an Ice free port. In the following May further conces sions gave Russia virtual control of Manchuria and a little later Rus sian Influence was extended Into Mongolia, The Russo-Japanese war, however, limited Russia's activities there and resulted In Japan's acquisition of Port Arthur. To preserve the bal ance of power Great Britain April 2, 1898, leased Welhalwei on the same terms as those in the Russian lease of Port Arthur. English Influence Felt. In February. 1898, Great Britain had established Its Influence without exclusive privileges In Yangsze valley. These concessions were followed by similar privileges for France, which on April 3, 1898. leased the port o! Kwankchauwan on the southern coast for ninety-nine years. On June 9, following, Great Britain leased ior ninety-nine years a 200 square mile extension of territory on the main land opposite Hongkong and about the same time Japan secured non alienation pledges concerning tho province of Fuklen. Italy demanded a lease of Sanmun Bay, but did not press It because of popular opposl tion as expressed at home to a policy of expansion. All these territorial negotiations led up to the celebrated International "open door" declaration. While Eng lund had long urged the policy of equality of opportunity for all nations In Chinese trade the United States accomplished the first broad recog r.ltlon of that principle. As a result of negotiations by John Hay, the American secretary of state, Great Britain, Germany, France, Italy, Russia and Japan early In 1900 agreed In guaranteeing the treaty rights of tho United States and thus. through the most favored nation clause, the treaty rights of other na tlons In China should remain unim paired in the territory except mili tary or naval stations acquired or leased by each power and that goods of the treaty powers should continue to be admitted there on equal terma with those of the nation newly In possession. PORTLAND, Ore , Aug. 21- Cargo deliveries from Europe in 25 days are the promises made by Danish East Arlatic company for their new Pana ma canal service. Advice received this morning by Meyer, Wilson & Co repudiates the information re ceived yesterday that the company planned on entering the oriental run by way of the Suet canal with their steamers but would instead inaug urate at once lhflr Panama canal ser vice. The Danish steamer Klna will leave Copenhagen August 30, Gothenburg September 1, Christiana September 2. and if sufficient cargo offers go to f! no uid Sicily to finish. She Is expected on this coast about October 15. PARIS. Aug. 20. The withdrawal of thousands of men from every field of labor has seriously altered trans portation and other conditions In the French capital. The underground railway is running only on certain lines, and then only on a much re duced service. The work of the conductors, ticket ounchers and other employes, who have been called to the front, Is be lng done by their wives and sons. The tramways are running with a force recruited wherever possible and the same Is true of the Seine steamers. There are few taxicabs in opera tion, most of the chauffeurs having Joined their regiments, so the horse cabs, an ancient institution of Paris, are becoming more numerous.
