ST. PAUL, Minn., Feb 21. "The use of moving pictures in state Institutions has become such an important part Of the entertainment and instruction of state charges, that they are now indispensable." This state ment was made today by C. J. Vassaly, chairman of the Minne sota state board of control. "The motion picture is being found especially valuable in the schools for the deaf and the in sane asylums," said Vassaly. "It has been found especially difficult to get any sort of at traction that will hold the at tention of the insane, but the problem seems to have been solved with the movies. "At different exhibitions of pictures at the state asylum, the Inmates were Invariably intense- ly interested by the rapidly changing scenes. It undoubtedly has a good ef fect upon their minds. At the school for the deaf the motion pictures have proved one of the biggest Items in the teaching system, as the educational pic tures can be explained by flash- lng the words on the screen. The movies will undoubtedly grow in importance as time adds educational improvements. He probably meant that women as a rule have not that continual consciousness of an ap pointment to be kept, of a glvien thing that must be done, at a given time, which the average man is obliged to require. One reason for this may be that women do not often carry a time piece upon their persons, because of that lamentable deflcl-worn pendant or attached to the masculine eye ap pears to be the fundamental defect of feminine dress. Even when a watch is worn pendant or attached to the wrist, the observer suspects that ornament is more often consld- ered than used. Punctually, the constant realiza tion that you must make your ac tions fit into the time scheme of others and the general movement of the world, is the first principle ot business. A man must learn it, even though it goes against the grain, and although his habits remain shiftless and irregulur in the seclusion of his home. Probably the increasing army of women whose livelihood depends on business understand it better than their mothers did. But if women have no clocks in their minds, at least they have watch IN OUTER WRAPS. snap-fasteners along the side. The Care of Children No one knows the exact number of babies that are born or that die every year in the United States, because, as a nation, we are ready enough to keep a record of registered bloojed nnlmnls but we neglect, in many places, to keep any official record of the birth or death of the best stock we have the American baby. In one of our Western states, some few years ago, a case was brought into the law courts inolving the inheritance of a consid erable estate by a young girl. It was necessary to prove that she was born before a certain date. There was no official record on file to show the date of her birth; it had not been re corded by her family even in that re pository of so much similar data the family Bible. Her father swore that she was born on a certain date, and when he was required to tell how he could be sure, he said that he re membered it was two days before the birth of a fine blooded calf and that he had kept an account of the calf's birth, as It was registered stock. The girl inherited her fortune on this evi dence, though her birth had seem ir.nly been a less important occasion than that of the calf.
