Anchored in Hampton Roads early in 1915 will be the greatest International fleet ever gathered In American waters, assem bled In answer to the Invitation of the United States government to cele brate the completion of the Panama canal by making a voyage to the Pa cific through the new waterway. Some of the nations with great navies may be represented by squadrons of four or , more warships; others by only one or two. and some of the countries practically without navies Including vessels of the first class will be represented only In the personnel of their legations ana commissions to the Panama-Pacific exposition. The president wlt go to Hampton Roads to review tho assembled fleets as they start on their voyage to San Francisco. The international rreet probably will be under command of an Amer ican, in all likelihood Vice Admiral Cameron Mcit. Winalow. for it is ex I ected that congresa. which authoriz ed tho assembly, will make provision for this new grade rather than have the American cornmanaer outranked bv some foreign naval officer. The ceremonies at Hampton Roads and the time required for a visit to Washington bv the firelgn visitors will consume about a week or ten days, and then, headed by the Ameri can fleet, probably with the super dreadnaught New York at the right of the column, the great armada will make its way southward for Colon. It Is estimated that about four days will be required to pass the fleet through the locks and canal, and about twice that length of time will suffice to replenish the coal bunkers and oil tanks of the ships before they resume their cruise, this tlmo steam ing northward for San Francisco. Al together It Is planned to make the complete voyage from Hampton Roads to the Golden Gate In 12 days, which will Include a stop of a day or two ut some convenient harbor or roadsteJ on the Pacific coast prob ably Magdabma Hay, for additional fuel and supplies.
