The meat or flesh may not be affected In any par ticular, the disease being usually con fined to certain glands or organs. The diseased portion is condemned; only the healthy portion is passed for food. "This procedure is justified and sustained by the highest scientific au thorities not only in the United States but In all countries having an effi cient meat Inspection. Objections to it usually come from those who have not made a study of comparative pathology and who are not qualified to pass upon the questions Involved, and sometimes they come from those who oppose the use of meat at all as food and who wish to discredit It in every possible way." Dr. Melvln continues: "The Idea of eating the meat of a slightly diseased animal may be re pulsive to some, but a little consider ation should readily convince a reas onable person that there Is no valid reason for condemning and wasting perfectly wholesome meat simply be cause there happens to be somewhere in the animal a gland or an organ showing a lesion, or a parasitic no dule, or some slight, local condition which does not extind to or affect in any way the remainder of the car cass. The argument that all the meat of an animal affected to even the slightest degree with any disease should be totally and utterly con. demned, if carried to the extreme and to its logical end, would result In the condemnation of practically every ani mal slaughtered and the abolition of meat as food. "With the increasing cost of the ne cessaries of life It becomes more im portant that wholesome food should nut be recklessly and needlessly de stroyed, and It Is the duty of this de partment not only to protect the peo ple against unwholesome meat, but to conserve the food supply. The only sensible course in meat Inspec tion is to determine at just what stase a disease or abnormal condition be comes noxious, and where to draw a line between what should be con demned and what should ho passed, always giving to the consumer the benefit of any doubt." To the popular mind the Idea of eating 'diseased' animals la abhorrent. From the standpoint of moat Inspection, however, the term 'diseased' must be used in a sense not entirely in harmony with the popu lar conception of this word. "The commission could easily under take to show that not any single ani mal used for food In any part of the world would, upon miscoscoplc study, be shown to be absolutely free from all infection or lesion of said animal were presented to it for examination. There may be a strictly lo calized tuberculosis, consisting, for Instance, of an isolated tuberculous no dule in the lungs, in the liver, of in some other portion of the body. Such nodule would make the particular point Infected 'diseased' from the standpoint of meat Inspection; In the opinion of some members of the latiy, such nodule would also make the en tire meat of the animal 'diseased' and call for the condemnation of the en tire carcass! from the standpoint of meat inspection, the carcass In gen eral would not be 'diseased,' and there would be no Justification in condemn ing It. "The veterinary Inspector, In Judg ing whether .a carcass is 'diseased,' must do so upon, the general prln. clples of pathology in its relation to the public health, and not upon any preconceived, exaggerated, or senti mental Idea. "The commission would suggest that the co-operation of the public is most valuable in aiding in the sup pression of frauds In the meat trade. but that it would be well for the pub lic to have confidence in the ability of the veterinary Inspectors to pass judgment upon the purely technical side of the questions Involved, since such Judgment can be of value only when expressed by persons especially trained for this purpose. "Illustrative of the precautions taken by the department of agricul ture to safeguard the public health, it Is the opinion of the commission that the Bureau of Animal Industry, acting under the existing regulations. would necessarily condemn certain n-eats which would be allowed, either with or without restriction, according to circumstances, upon the markets of Oermany, France, England and other countries." Dr. Melvln states that under the federal inspection it is only when the disease is slight and localized or cir cumscribed that the unaffected por tions of the carcass are passed for food. Whenever the disease Is gen eralized of disseminated throughout the system, or Is of such character or extent as to effect the wholesomeness of the meat, the entire carcass is con demned and the consumer is given the benefit of every doubt. Careful experiments carried out by the bureau and by scientists elsewhere have: shown that the germs of tuberculosis are not carried In the blood circula-' tlon and distributed throughout the system until the disease has reached a very advanced stage. It is there fore considered perfectly safe, when the infection is clearly limited to a certain gland or group or glands or an organ, to remove these parts and pass the healthy parts which have not become affected In any way by the disease. Very rare. Not many of this kind. This is one case in ten thousand. It is an interesting one, worth studying. What would this world be without the women. The woman haters are funny chaps worth seeing. Try to get a young fellow to adopt their views -but he doesn't. There Is a touch of rare art about this refined story and it is a happy departure from the commonplace. "A New Beginning." Lubin. A pretty picture, many of its scenes have great beauty and there is beauty in its significance. Miss Ormi Hawley and Jack Holliday play in it a young married couple who. in the throes of a serious disagreement are brought together again in the last scene with love renewed. , "A Mardl Oras Mixup." Kalem. A picture with New Orleans as its back ground and has an ulement of fresh ness and interest at the very start. The many laughable situations which arise and the novel scenes of the Mardl Gras makes this comedy high ly pleasing. "Jnhn Milton." Eclipse. Dr. Par ker of Pendleton was called to Pilot Rock Saturday morning to help at tend Owen Carnes, who was kicked by a horse. Mr. Marvin Hutchison returned to Pilot Rock Tuesday morning after five months spent in Arizona. Lon Etter was a visitor at the coun ty seat Monday. Elbert Casteel spent Snday in Pen dleton with friends. Mrs. Henry Casteel was a visitor in Pendleton Sunday. Mrs. Helen Belts of Nye, was In town Tuesday doing some shopping Arthur Kidwell spent Monday eve ning in Pendleton. ' Thomas Jaques returned Monday from La Grande where he was called on business. Miss Hazel Boltle left Monday for Pendleton where she will spend the summer with her mother. Miss Grace McReynolds Is pending a few days in Pendleton.
