Fort Walla Walla has been officialy abandoned, and the troops are to be moved to Boise barracks this fall, according to reliable information received here from Washington. D. C. The order of abandonment was approved by President Taft on recommendation of the general staff and Secretary of War Dickinson. Bids for the new 1100, 000 barracks were opened at Boise June 8, and work is now under way. It Is probable that when troops A, B. C and D, First cavalry, leave here for American Lake, they will leave for ever. The post was established In the fall of 1SR6, under command of Lieu tenant Colonel E. J. Steptoe. The cause of abandonment variously Is said to he the general policy of the War Department In giving up the inland forts, and the efforts of Whit man College to get the ground. How ever, the abandonment does not nec essarily mean the college will get the l.ind. although it makes it possible. Spokane, it Is said, made a fight for the troops, hut they were ordered to Boise. Eliat declares America's greed for gold and lust of power have caused the present reign of discontent. "Progress is measured by happiness, not by dol lars and cents," he said. "The aver age workingman fails to realize this. Neither social prestige nor riches can promote happiness or retard It. The happiness of a community can be fur thered not by Increasing its total wealth or distributing it more evenly, but hy Improving Its physical and moral welfare. Sensuous pleasures, like eating and drinking are some times described as animal, and there fore unworthy, hut men are animals end have a right to enjoy without re proach those pleasures of anlmnl ex istence which maintain health, strength and life Itself. After choos ing Spokane for the next meeting place and electing Auditor Robert Hutlcr of Spokane president of the association, the county auditors of the state adjourned Thursday night after one of the most successful meet irgs ever held. The feature of the last session was p. caustic criticism of the marriage laws by M. R Kles of Vancouver, who made recommendations along this line. He said the present law drives business from the counties on the state border and produces no beneficial results. He called the present law a howling farce, and re commended it be repealed and a new one passed containing the compul sory medical examination clause, hut providing the county should pay the physicians Instead of the applicant as N the case under the present law. l"udcr the existing law the appli cant swears to his condition, and Kies says the applicant doesn't know anything about It, and wouldn't say so if he did.
