Vice President Fairbanks, Olfford l'inchot, K H. Newell, director of the reclamation service, and many oilier prominent government officials will attend the congress and deliver ad dresses. The National Irrigation congress, fiom a small beginning In 1891, when it was Instituted at Salt Lake City, Utah, has grown Into an organization of national Importance and a recog nized force In directing legislation by the congress of thu United States for the reclamation of the arid and scml arld lands of the west. Yearly the at tendance of delegates and spectators has been Increasing. Last year at Sacramento, t'al.. many thousands at tended, and the whole country read with Interest the dally reports of the proceedings. This year, at Albuquer que, the national government, by cab inet and bureau officers, will partic ipate in the discussions, and the board of control, in charge of the local ar rangements, is preparing for u larger attendance than ever before. There Is to be un Industrial exhi bition at Albuquerque at the same time. Among thoxe who have offered prizes are Senator Holse Penrose, $5ia for the best exhibits of minerals, nnd V. II. Anderson, who offers $100 for the best cotton. In the pageant, tribes of Pueblo In dians will appear, coming for a stay throughout the congress and exposi tion ami fair, from Laguna, Cochltl. San Felipe, San pomingo, and other pueblos. The chiefs will carry In the parades the famous sticks presented to their predecessor by President Abraham Lincoln during the civil war mote than 40 years ago. Representa tives of the Pima tribes of Arizona will attend also and participate In the pardt J. All of the Indians will wear the f,mt'itic costumes of their race. In dian women, riding In floats and mak ing pott-ry and Navajo blankets, will be in the pageant. It will he a lio table piettire of the "vanishing race." Two bands of music from old Mex ico will participate In the parades, and in addition bands will come from all dvi the mountains west ann rrom tne 1881 miles of canals, some of which carry whole rivers. The service ex cavated during the year 13 'a miles of tunnels and erected 281 large struc tures, Including dams. It completed 1000 head works und flumes. It built 611 miles of wagon road In mountainous regions. It mudo and used 80,000 barrels of cement and purchased 403,000 barrels. It strung S.'!0 miles of telephone wires. Its own sawmills cut 3.038.000 feet of lumber. and it purchused 23,095 feet. In March, 1908, the service owned and had at work 1500 horses and mules, it operated 9 locomotives, 611 curs, und 23 miles of railroad, 84 gasoline engines and 70 steam en gines. It has constructed und is op erating five electric light plants.
