Because the Pendleton Tribune "goi off on the wrong foot" in its state ments about the location of power and water sites on the Umatilla river it 19 making a frantic effort to maintain Its position and in doing so has con tradicted Itself half a dozen times within the last two days. In one breath the Tribune says that a power site does not interfere with the supply of water in a stream; that all the filings on power facilities on the Umatilla river have not interfered with Pendleton's right to use this water at any place In the stream and In the next breath it says that the only reason Pendleton may be considered short of a water supply is becau.se W. S. Byers has the entire flow of the stream located for power purposes. In one sentence it says a power site does not interfere with the water sup ply and in the next it denies this state, rnont and says that W. S. Byers' rights are the one which will make trouble for Pendleton. A filing for a power site claims a stated number of inches for the lo cator and nobody can go above this site and diminish the supply of watev without violating the law. Pendleton could not go above the Wenaha peo ple's sites and divert water if her di version interfered with their supply; neither can Pendleton go above the McKay creek sites filed upon yester day to divert water for the city's use, if that diversion infringes on the lo cption of 20,000 Inches of water mad yesterday. Any little third-grader should be able to see the fallacy of the Tribune's contradictory argument. In one sen tence it declares that a power site claiming a stated number of Inches of water does not interfere with the flow of the stream and In the next breath It says that the only serious obstacle In the way of Pendleton's se curing a fresh water iiupply Is the Byers' power site. Tlie Mings of the Wenaha people are just as legal and binding as those of W. H. Byers and are Just as much of an obstacle In Pendleton's way as the Byers filing. Pendleton cannot go above either of them and Interfere with the flow of the utrearn. And HOW TO GET ALONG IV SCHOOL. It is a part of every' education. Last year 533 young men worked their way through Harvard university, the greatest university, In many re spects, In the world. They did not hesitate to work at anything which was offered. Some of them sawed wood, some waited tables, some peel ed potatoes, some swept stairways and offices, some worked In laundries, some In kitchens, some In libraries, some In stables but they worked their way through this great Institu tion. Some of these young men were studying for the law, some for the ministry, some for engineering pro fessions, some for teaching, some tot accountants, some for scientific pur suits, but no matter what their ulti mate object In life, they were willing to adopt, any honorable means to reach It. And every pulpit occupied by an of. these boys will be better becaus of that hard work, and every court will be better because of the pres ence of these young lawyers who worked their way to a profitable and honorable profession. So don't be afraid to work. Pen dleton will help you get an education. There Is, a place here for you. t- TO MOVE THE STATE FAIR. fair will not grow Into any lmpot ance. It Is the promise of Salem's busi ness men to dispel this Idea by get ting behind the state fair and help boost It a their big exposition and make nriansements to care for the people who attend the fair In n man ner that will bring them back again. The fair management Is doing Its part In providing room and accommo dations for exhibitors ench year and If the business men of Salem will look after their guests in tho same spirit there will be no danger of the fair being moved from Its present home. The Rural Spirit of Portland this week discusses a subject that has re ceived much publicity in Oregon dur ing the past few years, the removal of the state fair grounds from Salem to Portland. There Is a tendency In the state toward making Portland the hub of the state institutions. There is a strong sentiment In favor of locating! the state university there; many claim that one big normal school I would supply the entire state If lo cated at Portland; it is claimed that the metropolis Is the logical home ofj the agricultural college and now the matter of moving the state fair is be ing generally discussed. Oregon is not always going to be a one-city state Eugene In the Wil lamette valley, Pendleton In eastern Oregon and Medford In the southern portion of the state and perhaps Marsh field on the lower coast will grow Into metropolitan centers and will be entitled to state Institutions. So the tendency toward centering ev ery Interest and every institution In Portland or any other one city of the state should be discouraged. Oregon is a big state with diversi fied Interests and will always demand a big, broad policy for the conduct of the state Inslttutlons and state enter prises. It will keep the rich red blood of state pride flowing more freely and more vigorously through her veins if the state Institutions are distributed over the state where peo ple In all parts of the commonwealth may enjoy the presence of the state's great machinery. The Rural Spirit says: A rumor that the Oregon state fair will In time be moved to Portland has attained considerable circulation throughout the state. This Idea was reached, no doubt, from the fact that Portland Is build ing a big racing and stock show plant. The promoters of the Portland enter prise have never given this any con sideration, and perhaps never will unless the country people make strong demands In favpr of Portland. This Journal hVis never been and Is not now In favor of moving the state fair anywhere.
