London, Aug. 27. Russian rcfu gees and thousands of literary men and political radicals will tomorrow celebrate the eightieth birthday of Count Leo Tolstoi with a great meeting- which will probably be the most enthusiastic tribute ever paid In Lon don to a literary man. Preparation! for the grea occasion have been going forward for months and tomorrow's culmination will be a veritable publlo upheaval of love and admiration for the great Russian novelist. Hundreds of messages of congratu lation, signed by the most famous Barnes In English literature and poll tics, will be sent fom London to the venerable man who rules Intellectual Russia by the power of his pen and who looms above the czar as a giant above a pigmy. In connection with the Tolstoi birthday celebraion, it Is stated that a new novel has been completed by the great Russian and will make Its appearance immediately after his death. The manuscript of the book has been read by an English friend of Tolsaol, who states that it is per haps the most terrible arraignment of smart society ever written. Dealing with the frailties and fol lies of fashionable women and the Drlmal sins and passions of men, it Is declared to be even more powerful than "Anna Karenina" and "The Kreutzer Sonata." "Father Sergius" is the title of the new novel, which will only see the light of day after the eyes of the au thor have been closed forever. It Is the story of a wealthy guardsman, prominent in St. Petersburg society, who' becomes engaged, to a typical so ciety girl of the Russian capital. For a time the course of true love runs smoothly, and the guardsman is serenely happy in the thoughts of a happy future. Shortly before the mar riage, however, the young man dis covers that the maiden, while pre tending extreme innocence and de claring that she loves only her be trothed, has been carrying on a clan destine "affair" with a Russian court personage and that her Innocence Is only an afectation covering depths of depravity. The rage of the young man at this tragic ending of his dreams of wed ded bliss affords opportunity for fierce Tolstoian castlgation of society women, with the Intimation that the girl is but a type common among the feminine devotees of smart society everywhere. Utterly disgusted with the world and Its ways, the officer throws up his commission in the army, enters a monastery, takes the cowl, and as sumes the name of Sergius. that while the effects of this tarring process lasted it proved satisfactory, but tho beneficial effects were hardly leatlng enough to warrant its use throughout the country. The minister of public works has in hand a number of substances that lay claim to the title of dust preventatives, and It is proposed to carry on experiments with a view to testing their efficacy during the present summer. In view of the fact that this ques tion is being agitated In certain sec Hons of our country, it may be worth while for some American Inventor or manufactured 'of anti-dust substances to ask the Belgian department of pub lie works to give his production a trial. White county, Arkansas, has what Is probably the most unique newspa per published In Arkansaw or In most any other state, for that matter. Its office of publication is in a farm house about II miles from Searcy, and its editor and publisher is a far mer. There Is no town of any sort, not even a postoffice, at the place wnere this paper Is published. The publica tion is entered in the mall at Bald Knob, which Is about 10 miles from the office of publication. The editor of this remarkable news paper Is John M. Harlow, who went to White county a few years ago from some point in the north and has be. come one of the best known citizens o. the county. Harlow's eccentricities have gained him considerable notoriety, and hi newspaper has won him additional prominence. As an editor Harlow Is in a class by himself. His paper. which he calles the Pioneer, Is a monthly publication. It generally consists of eight or 10 pages about six by nine Inches. It contains some foreign advertising as well as some local ads, of merchants J In nearby towns. ( Harlow Is the editor, business man ager, compositor, pressman and office devil, which may have some advan tages when It comes time to make up the payroll at the end of the month. At any rate, the paper sems to have been a paying investment, as Its pub lication has continued without Inter ruption for some time. In addition to being an editor, law year and farmer, Harlow has been a pedagogue. Road Builders Soaking to Eliminate the Pu Nuisance. Consul Albert Johnson, of Liege, calls attention to the experiments that are being made to produce a dustless road for the country districts of Belgium. He says: The Increasing popularity of the automobile in Belgium has given rise tc serious study on the part of the department of public works of the problem of rendering the highways of the kingdom dustproof. Specialists are not agreed as to the most effica cious and economical method of. com bating the dust nuisance. Various experiments have been car ried on with different substances for testing their Telative merits, but tha results have not been satisfactory, and the commission of public roads are of the opinion that future experi ments will result In the discovery of some material better adapted for the purpose than any that has yet been tried. During the famous autocar tests last wear In the Ardennes the entire circuit was treated with tar, and this process of dust elimination proved highly satisfactory to the automobll lst. The beneficial effects, however, of this tarring process were of rather too short duration, considering the expense entailed 7 centimes (11-3 cents) per square meter. As In this case all of the expenses were borne by the organizers of the auto tests, the government was enabled to profit by the experience without the neces sly of any outlay on Its part.
