It was much more so to the officials of the department. It was the first message that had been received from any of our representa tives In the (linturbed empire of Ter. sia for at least 10 days. The last dispatch that had com through was from Consul William P. Doty, at Tabriz, containing the slngla word "anarchy." From that time there had been silence, except for t lid press messages reporting severe fight ing In -various- parts of the country between the troops of the Shah and the revolutionists. De Uilller's message therefore was welcomed for other reasons than merely the Information It conveyed of his safe arrival. It meant two other Important things: First, that telegraphic communica tion was open between the Persian capital of Techeran nnd Washington, nnd second, that because of that fact, this government might rest assured that everything was well with the American diplomatic and consular representatives In the disturbed dis trict, because nothing had occurred of sufficient Importance to warrant the use of the cables, It thus allay ed whatever apprehension there might have been.
