The remark by this writ er which is to the point is: "The old reliable foothill country of Walla Walla Is ik'Od as usual." The fact of the matter is that the foothill sec tions, to the cast and southeast of Wall.i Walla are a little better In the matter of their yields than usual and that is what is going to give the en tire county such an excellent general average. Gradually, the area of the hill country In the directions men tioned, is being Increased in wheat tne I planting and the discovery is being tne!made that the soils are not only pro- That the wholesale paper business is profitable Is shown by the fact that the Plake-McFall company of Portland will erect a store room In Portland costing $65,000. The Ore gonlan says of the new building: Blake, McFall & Co. yesterday concluded a deal for the Fourth street frontage of the Dexter prop erty. This piece Is 125 feet on Fourth street, 105 on the south side of Ankeny and 101 along the line of the Marshall-Wells company building. The s,ale was afected through the agency of W. B. Streeter and the figure af which the deal was closed was a little over $65,000. This sale was referred to In the Oregonlan a few days ago as having been made for the Mercantile Investment com pany, who owned the half block, but at that time the prchaser's name was withheld, upon request, as future plans had not then been determined on. Rlake, McFall & Co. announce their Intention to erect on the site a six or s,.en-story building to be occupied by the firm as a paper warehouse and salesroom, offices, etc. With the completion of the build ing of the Pacific Paper company and the one now annonced. the locality will become a center of that charac ter of wholesale and retail trade, for already within a few blocks are lo cated stationery stores and commer cial printing oftiees, with others to be located before the (lose of f-e year. See lllAUO ASSESSOR MAY UK PROSIXTTKI) The assessors und not the sheep men are to blame for the shortage of sheep reported to the board of equal ization for 1908 and It Is possible that steps will be taken by the board of equalization to see that assessors of counties wherein decreases have been reported, will be prosecuted for non-compliance with oath of office, says the Itoise Capital News: The returns from the sheep coun ties, it Is stated by one of the mem bers of the board, should show an Increase over the number reported last year, rather than "n decrease, ns the sheep market was very low last fall and sheep sales In Idaho were considerably smaller than they have 1 n for a number of years, the Am- p men perferrlng to hold their flocks for better market prices. Secretary of State Lnnsdon has re turned from Washington county where he went to look up the shCcp problem and reports that he found the conditions there about the same as last year. Approximately 50.000 sheep not placed on the assessment rolls by the assessor, were found by the secretary of state In the two days that he was In Washington county. Hi succeeded In getting the rolls of the county assessor and going ovet them ascertained that the assessor and not the sheep men Is to blame for theNliserepancy which Is noted In the abstract from Washington this year. One Instance cited was that where a sheepman swore that he had 34, Ono sheep In the county for the year. The assessment roll was examined, showing that the sheep man had been assessed for only 14.000 head. Other instances similar to this and 'still otlr Instances where 'small flocks of sheep numbering a few thousand were totally ignored In making up the assessment rolls. With the 50,000 head of sheep lo cated by the secretary of state, the i total number Is brought up to 15S,- 000 vhead, which still shows a dccrrao of about 20,000 head from the num ber reported for 1907. Such conditions as discovered In Washington county probably exist In other counties, where a decrease has been reported for 130S, In Lincoln county there Is a shortage of about lT.onn head of sheep, from the num. ! her returned by the aeor In 1907. Ont, Aug. 18. That the restrictions adopted by the Canadian government to prevent an Influx of cheap labor from Europe and the Orient have been successful is nhown by figures compiled by the Immigra tion authorities for the first six months of this year. During this period the number of Immigrants arriving In Canada was 96,119, as compared with 169,419 during the first six months of 1907, a decrease of 43 per cent. Very few Asiatics have been admitted this year. The immigration from the United States, largely farmers who settle In the undeveloped regions of the west, shows a slight gain, and the Canadian government Is doing everything In Its power to Increase this class of Immi gration. praise fou Fponinxs. While the program provides principally for a discussion of topics connected with the making of newspapers, the con vention of the National Editorial as sociation In this city will not be with out its political signlfcance. Edtors of daily and weekly papers in country towns and small cities form a large percentage of the mem bership of the association, and few men are In closer touch with polltl cal conditions in their respective states. There will be much compar ing of notes and discussion of parties, issues and candidates. The campaign managers of both great parties realize thjs, and have appointed representatives to attend the convention and mingle with the assembled scribes, with the expecta tion of gaining much valuable Infor mation.
