And plays his easiest tune. 5.i m Walter Foss. ELECTHIC LINE FRANCHISE. Every effort to secure a system of e'.ectrlc lines making Pendleton the head and center, should be encourag ed by Pendleton and especially by the city council. Pendleton does not want to be an annex of Walla Walla or a station on a Walla Walla system. She wants to be at her rightful place, a the center of a system of .her own, permeating all parts of Umatilla county. The franchise asked for by J. H. Gwlnn as trustee for Pittsburg and Ohio capitalists promises t o make Pendleton the center of a system. It 1 believed that the capitalists will ac cept the proposition when all the facts are presented and it seems to be a move In the right direction. At least, it will prevent Walla Walla capitalists from bottling Pendleton up for a number of years. And the granting of this franchise should not Interfere with the electric line proposed by Dr. Coe In the west end of the county. There is room for tro electric lines in the county. In fict. it would be better to have two systems working independently and simultaneously In different directions out of the city, both having this city as their hub and center. There should be no friction, no con tention in this matter. Both of the proposed systems are needed and there Is ample room and traffic for both. Both of these systems promise t make Pendleton and Umatilla county Independent of the Walla Wal ls concern which Is now operating as far as Milton. Pendleton does not want to be bot tled up for half a dozen years while the Walla Walla system Is being slowly extended this way, drawing Pendleton trade to that city from month to month while the construc tion of the line would be dragging along". This is a serious and vital matter for Pendleton to consider and If the Pittsburg or the Coe proposition promises to make Pendleton Indepen dent the council should not hesitate to grant franchises to one or both .projects. LAVING FOUNDATION'S. Oregon, Idaho and Washington, the great triumvirate of the northwest, the three sisters of the Inter-moun-taln region, are now in the formative period. They are Just now laying foundations for a future civilization which will Burpas anything ever known in human history. Soil, climate, navigation, transpor tation, all are favorable. The mar kets of the world are waiting for then products. The home hungry thousands of the east are waiting for the recla mation of their arid lands and aoon the fruition will come. Here and there the symetry of that coming civilization is seen above the surface. In the Irrigated valleys of Idaho, Oregon and Washington, In the great cities now being built In those states, In the cutting down of mountain aides and the leveling up of waste lands all these point to the future perfection. Struggling reclamation project pre sage something of the coming glory of the northwest. The disappearing sagebrush wastes give hints of the coming grandeur of the three great states. . The storage of the waste water and the preservation of vast forests, combine In a glorious promise of utility which will crown that com ing age. As the eddying currents of a river lay deep foundations for Islands which In future are to rise up garlanded In beauty, so are the various great forces at work forming these states. Here u river Is turned aside, there a city Is hfounded and over yonder a waste Is reclaimed, and ere we are aware, the vast unused stretches of these great states will rise up In matchless glory for the use and edification of man kind. We are Just now at the open gate way of the golden age In the north west! LESSON OF THE ALFALFA. Teople often "kick" about their unhappy lots nnd Imagine that they are much abused and much burdened. They wall about unfavorable environ ment and go Into hysterics ov.er their forbidding surroundings. There Is a lesson .In two great, lux uriant, flourishing beautiful alfalfa plants, growing on a high, dry, sun burnt hillside near the high school grounds In Pendleton, which should knock all the pessimism out of those who look on these splendid specimens In their forbidding environment. All about them the hot sun has shrlvled the "pig weed" and scalded the life from the struggling dandelion. The grass Is withered, the rag weed Is sickly and pale and suffocating dust covers the ground. It Is appar ently more than a hundred feet to water and all about these two rugged, symmetrical plants Is the waste and desolation of a sun scorched hillside. But there they stand, green, luxuri ant, flourishing In spite of their sur roundings. They are heedless of the dry hillside, unmindful of" the wither ed "pig weed" and dandelion curled up In early death. They do not wilt away and waste their strength In the hot sunshine. They are rooted deep In the faith of life, firmly planted and Independent In their Inhospitable en vironment and nothing checks their growth. Their leaves are green while all about them Is the desolation of the hillside. ' Here Is a lesson for unhappy men and women. Here Is an Inspiration for those who complain of their un favorable environment. Here Is a living demonstration of one of the greatest truths In human experience: Every human being is the master of Its own destiny and can make or mar its fate, as It chooses. While all the world Is complaining about you, keep your leaves green and keep on growing! A SCIENTIFIC VACATION. While the majority of Americans are taking vacations at seashore or mountain, or pretending that they are cool and comfortable In their own darkened homes, several sturdy wise men are going carefuly over the hills and valleys of Wyoming In quest of a fcur-toed horse. " They do not travel with lasso and running noose expecting to bring him In as does the Texas cowboy who ropes a wild mustang, neither will they crate him or send him home In a Jolting cattle or horse car. Nor will they put him In a Zoo If he is found. They hunt for him with pick and shovel In the edges of overhanging cliffs or far below the surface of the earth. They will bring him back In o box that would be much too small for a Merry Widow hat. every part of him carefully fixed In a matrix. He will be put In a museum in a glass case end he who runs may read that this Is a rare and wonderful thing whose price Is above rubles. For you see he died something over 2,000,000 years ago, before the dawn of the history of mankind In the world, when this continent was still In the making. REMLXDERS. In Pendleton are several reminders of past Fourth of July celebrations. One young man not yet at middle age Is carrying about with him a maimed hand as a result of a bomb explosion. Another boy but little more than a babe, has lost an eye from a shot from a giant firecracker. Another boy Is minus three fingers, the work of a playful cannon. These are simply reminders. It Is terrible to start a child through life maimed and crippled, but It Is more terrible to think that It was maimed by a wholly useless and nonsensical custom which should be abolished. So let us keep these In mind on the Fourth of July celebration. It Is all right to celebrate but let us be sensi ble. Ralph Wright, son of Postmaster Wright of South Bend, Wash., has been arrested on the charge of em bezzling the funds of the postofflce department. He ha been released on 1 2000 ball. It Is said his pecula tion amount to over f 1000. LIQUOH SALES IX CLTOS. It Is desirable thatathe status of clubs In relation to the sale of liquor should be definitely established by de cision of the courts, and the prosecu tions about to bo begun In Tacoma against the Union, Elks' Commercial and other clubs, charged with selling liquor to members and visitors on Sunday, as well as the action to take out a license, are steps In the right di rection. The contention that the liquor kept on hand in these clubs Is community property, to which each member con tributes his share when It Is purchas ed, and that tho disposing of the liquor ;o members Is not a sale, Is challeng ed by these prosecutions. It Is contended that It is not the custom In clubs for members to help themselves or order what they want without Individual charge. They pay either In cash at the time or by a system of club checks which are taken up from time to time, the transactions constituting a sale to all Intents and purposes. For these rea sons, it Is urged, there Is no good rea son why clubs should not be under the same restrictions and governed by the same laws as other places where liquor Is sold. Spokesman-Review. Womanly Wlxtlim. Tou don't have to go to heaven to find angels. Tou may find them on almost any farm sweet women, around the cook stove, at the wash tub, at the Ironing table, flitting about everywhere, ministering to the wants of their loved ones sweet Marthas, the angels that the world can not do without. If milk Is kept In an Ice chest or closet, always have It in a tight ves sel, either a bottle or other vessel with a tight lid. if vou lav a silk waist away for some time, take out the shields. They give it an unpleasant odor ana nwj cause the silk to crack. m Too much meat, coffee and cake are not good for growing children. Milk, onions, butter and fruit are far better for muscle and health. Before pouring the water from vege tables, turn the lid upside down, or the water will lodge In the rim and run back Into the pot. Do not leave fresh meat wrapped In paper; It absorbs the Juices. Put It in a deep dish and turn a plate over it before putting it In the Ice chest Raspberry and blackberry Jams are much finer if the seeds are strained out with a sieve. Cook first, then run through a common flour sieve: re turn to the fire and put In the sugar. Two-thirds as much sugar as fruit Is the best proportion- and the one most commonly used. Lima beans are excellent if dried while still young and green. Shell, put In cold water and set over the fire. As soon as the water begins to dimmer drain It from the beans and spread them to dry. Unless the sun Is very hot they are nest spread on thin mnstln that is stretched over a hoop. Raise it above the top of the stove by resting it on bricks, and do not have a very hot fire. Keep the beans In a dry place- To use, rinse, soak In a lltle cold water and put them to simmer slowly in the water thev n-pre soaked in.
