If the recommendations of the ad-; Jutant generals of Oregon and Wash-. lngton are carried out, Pendleton ' guardsmen will have two full weeks ' at American Lake this summer In-; stead of the 10 days' encajnpment that has been ordered. There Is sufficient money this year, for a two weeks' encampment and ' believing that the additional four.' days will be highly beneficial to the' men the head officers of the guards ! have csked that the time be extend- j ed. Whether or not the request will be granted remains to be seen. At present the orders are for the, encampment to commence August 3( and for camp to be broken August 12. i Under this arrangement company L will leave this city on Satuflray night, August 2. and Join the third regl-l 9 - . i ment in Portland the following day. From that city It Is probable that the third and fourth regiments and battery A will leave for American Lake on three special trains. Now that the encampment Is but six weeks distant efforts are being made to get company L Into trim for that occasion and there Is room In the company for a few recruits. A total of 6S officers and men may be taken to camp and It Is hoped to take at least 50 to American lake, Young men of proper age, character 'and physical condition are welcomed by the company and by enlisting now a good vacation may be had while under the pay of the government. However, no hoodlums are wanted by the company, nor will anyone be tak en into the ranks who desires merely to enjoy the encampment and then drop from the company. STARTS LAUNCH SERVICE, Small Craft to Ply Between Lewiston, Clnrkston and Asotin. Lewlston, Idaho, June, 9. Cap tain Ralph Baughman, master of the steamer Mountain Gem, plying be tween Kennewlck and Priest Rapids, on the Columbia, arrived In the city last evening In a gasoline launch which he will use for passenger ser vice on tho Snake river, between Lewlston-Clarkston and Asotin. The boat was built for Captain Baughman In Seattle. It Is 45 feet long, has k 25-horse power engine and Is licensed to carry 25 passengers. Its speed In still water Is 25 miles per hour. Th. boat started on the Asotin run this morning and Captain Baughman says he expects to make the six-mile trip In 35 minutes. Three round-trips per day will be made, the boat's schedule being arranged to connect with North' em Pacific trains at Lewlston. Fxllor Holer Addressed Students. Editor E. Hofer of the Capital Journal of Salem was the principal speaker at the banquet given by the alumni of Weston normal at Weston last night and spoke enthusiastically of the progress being made by this school. Mr. Hofer Is also a member of the state normal board and Is at Weston in his official capacity, as such. The alumni banquet was large ly attended and was a most pleasant affair. Track Are Repaired nnil All Trains Are Running East of Sokane. A special telephone message from J. S. Carter of the Northern Pacific offices at Spokane this morning says that the tracks of that system have been repaired following the disas trous washouts and that all regular trains are now running between Spo kane and St. Paul. Traffic has been suspended for several days on account of the wash outs and no trains have been able to get through from Montana until to day. Practically all of the damagi has been repaired and it Is not thought that traffic will be Interferred with further at this time. It has quit raining in Montana and all the streams are receding. Industries of different) kinds and attractive points and will now go to Pilot Rock, Hermlston and Echo on the same mission. Northern Pacific Trains Through. A special train of bananas and a passenger train belonging to the Northern Pacific system passed down the O. R. & N. last night from the eats and a number of cars belonging to the same system were attached to the O. R. & X. eastbound passenger this morning. However, the North ern Pacific is now open and regular service between Spokane and St. Paul has been resumed. JiHlfje Lowell to Bo Orator. Judge Stephen A. Lowell of this city, will deliver the Fourth of July oration In the celebration at Joseph, Wallowa county, A monster celebra tion has boon planned for that city and people from all over eastern Ore gon will attend. Coagdon. formerly proprie tor of the Cottage hotel at Umatilla and well known to Pendleton people, is in the city for a few days as agent for the Bay Ocean Park land, a de lightful location 57 miles wefs of Portland. In one of the most spectacular fires ever seen In this city the res! dence of William Relman, on Jane street, burned to the ground between 1 and 2 o'clock this morning. The house and ,all its contents were completely destroyed, but the loss will be nearly covered by Insurance. The house Itself was Insured for $1500 with Clopton & Co., while the furni ture was insured with J. M. Bentley for 1800. At the time of the fire the Reiman family, excepting Mr. Relman, was in Portland. Mr. Relman Is a night man for the O. R. & N. company and be had left the place but a short time before the blaze was discovered. Be fore leaving home he ate a midnight supper. .While the exact cause of the fire is not known It Is attributed to a de fective flue. Not until the house was ablaze was the fire discovered. . Noticing the glare, one of the night officers rush ed to the fire bell and gave the alarm for the cenjjral companies. Meanwhile Chief of Police Gurdane, who lives near the place, had been aroused and tried to phone In an alarm, but could not arouse "central." Aside from "the central companies hose companies No. 4 and No, 5 als responded, but the carts had to be taken to the scene by hand and the steep hill was too much for the fire men. By the time a line of hose I could be gotten to the place the fire was so advanced that nothing could be Laone aside from protecting adjoining property. Owing to its high location on the south hill. It was the third house from the top on the south end of Jane street, the Relman house made a fire that-could be plainly seen from all parts of the city. Hundreds of people, aroused by the fire alarms, rushed to the .scene or watched the blaze from their homes. To raise a fund with which to ad vertise the opportunities of Umatilla county to the end that the population of the county may be increased and Pendleton strengthened In Its position as the metropolis of eastern Oregon, the publicity bureau has started forth this afternoon. Up to today the work in behalf of the publicity bureau has all been of a preliminary nature. True the con tract was entered Into with the Sun set company and a considerable amount of money has been pledged for the bureau. But the main task of ralsng the amount needed was not really undertaken until this afternoon. At a meeting of the committee held last night It was decided that every thing was for the forward move ment In behalf of the bureau. Ac cordingly It was planned to commence the heavy soliciting work today. Ow ing to the woo) sale on during the ( forenoon the committee did not go out tills morning, but Instead a meet ing was set for the early afternoon. In order to fnlance a publicity bu reau such as is desired here it will be necessary to raise a fund of $8000 or $10,000, the subscription payments to be payed monthly. This sum the committee hopes to raise and will se cure provided business men and prop erty owners will give the amounts which will be requested of them. RIVER RISING RAPIDLY. Predicted That Portland Will Have Greatest Flood fti Years. Captain E. W. Spencer looks for higher water at Portland this month than during any other period since the flooil of 1894. when a big part of the business district as far as Third street, was Inundated, says the Port land Telegram. He says he does not expect another flood of that kind, but he does believe that backwater will get over Front street. "For 28 days In May it rained more or less." explains Captain Spencer, "and while it was raining Uere It was snowing In the mountains. But little of that snow has melted so far and consequently the fall must have been enormous. For that reason I am con fident the annual rise this year will be greater than it has been for a long period. Of course I realize that the height of the flood will depend upon the weather conditions. If there should be a week of hot weather in succession there will be a phenomenal rise." The lower floors of the Ash street and Alaska docks are covered with about a foot of water tod.-. At 5 o'clock this morning the river at Port land stood at a stage of 15.5 feet. Acting District Forecaster Lodholz predicts that It will reach a stage of 15.9 feet by tomorrow morning and 16.2 feet Wednesday. Beyond that he refrains from making a prophesy. A hot wave was experienced throughout the Rocky mountain coun try yesterday and the temperature to day promises to be even higher, rom the melting snow Hie upper tributaries of the Columbia are near bankful and pouring great volumes of watej- Into the parent stream. At Lewlston and Rlparla yesterday the Snake fell slightly, but ns yet the effects of the warm weather have not been felt at these points and will not before to morrow. The upper Columbia Is still rising at the various stations from which the weather bureau receives re ports. Forecaster Lodholz Is Inclined to believe that the rise will not be particularly alarming, unless unfor seen conditions take place, such as a protracted season of unusually hot weather. Bound for San Francisco, the de stroyers Preble and Perry and the torpedo boat Farragut loft at noon, but the Fox and Davis will remain at Portland until after the Fourth of July. Then they will go to Eureka to remain a few days, before proceed ing to the Mare Island naval station. On reaching the Bay City, the Preble, Perry and Farragut will be towed to Magdalena Bay, and return by the cruisers Colorado, Pennsyl vania and West Virginia. Then they will be taken over to Honolulu !n the same manner. This proceeding Is wholly In the line of an experiment. If It proves successful, the torpedo boats will be towed altogether when it s necessary for them to go out on a long cruise. Taken in charge by such powerful cruisers as have been assigned for the purpose, naval offi cers are of the opinion that the 2200- mlle voyage form San Francisco to Honolulu can be completed In five or six days. It takes the average com mercial steamer about seven days to complete the trip. Owing to their limited bunker snacc. It Is Impracti cable to send torpedo boats out. on long cruises without being accom panied by colliers. In case of trou ble, i.ulck action Is an Important factor and It Is explained that no col- plers may be picked up at once. Hence If It has been demonstrated that the craft can be towed to advantage, this mode of procedure will be generally adopted. The cruiser Charleston and gunboat Yorktown left down yesterday morn ing at 11 o'clock, and arrived at As toria early in the evening. They crossed out over the Columbia river bar at 10 o'clock this mooring, head ed for Bremerton. Though she was drawing 25 feet of water, tho Charles ton had no trouble during her week's stay In the river, Large crowds lined the banks of the river to witness the departure of the ma rines and bluejackets. Handkerchiefs wore waved at them until they had disappeared around a bend. On reaching the Bremerton navy yard, the crew of the Charleston will be transferred to the cruiser St. Louis, a sister ship which will be dispatched to Honolulu.
