MILTON'S FESTIVAL. On next Tuesday, June 4. the people of Milton and the surrounding coun try will hold their second annual strawberry festival and commercial club reunion. Last year the first meeting was an unqualified success and this year's meeting promises to excel It in every way. The spirit of the day is right. The spirit of the people of Milton Is right " The object of the annual strawberry festival is to Impress It upon the peo ple of the surrounding country that Milton Is on the map to stay and that she Is doing things worth noticing. Irrigation development has not reached a higher stage anywhere In the west than In the vicinity of Milton. Irrigated land does not produce greater returns anywhere, than around Milton. She has done her work well. She Is entitled 'o credit for It and people should encourage her and visit with and enjoy her hospitality. There is probably no asset with which a young man can start out in his active business life, aside from a strong, healthy body, a clear head and a clean heart, that will in the long run prove of more benefit to him than the habit he may acquire of promptly paying the financial obli gations which circumstances may compel him to Incur. It is a fact, perhaps not generally known, that the business men of most all towns of any size have books con taining the finnnclal rating of all people, young or old, who have busi ness dealings with them; hence It Is a most sensible and commendable thing for the young man just starting out to see that his name Is entered In the proper column, not with the all round deadheads, but, rather, In that which Is headed, "Sure pay for any amount." . It is not only profitable for the young man, but a source of satis faction to the merchant, when he can place his customer In this class. A fellow's financial rating bears about the same relation to him as does his shadow, being a thing that has a faculty of following him around from place to place and at times going be fore him, and it is a good Idea to keep It In the best repair. He should con tract no obligation which he has rea son to believe he cannot meet. Hav ing contracted a debt, he Bhould see that It Is paid promptly. Oood credit Is often better than money for a young man. He who possesses It, together with good judg ment and good habits, can accomplish almost anything he desires. BEGINNING OF SUMMER. June 1, the beginning of summer. Summer means much in Umatilla county. It Is filled full of vital things. Perhaps In no other spot on the Pa cific coast Is there such a marvelous production of crops aa here. Today it Is conservatively estimated that 4,000,000 bushels of wheat will be har vested from the green stretches of the Umatilla county wheat belt. This alone Is a crop for an empire. But think of the additional varied resources of the county on this first day of the summer. All her ware houses ar'i filled with wool which Is worth as much or more this summer than ever before. All her hills are covered with sheep, all her Irrigated districts are blossoming and ripening Into fruitage, all her alfalfa fields are knee deep In verdure. Really It Is worth while to live In Umatilla county. WESTERN LITERATURE. The project to build a mo.iument to Bill Nye at Laramie, the scene of his earliest triumphs in the funmaking line. Is one that appeals to every west ern heart. And, Incidentally, It makes a good text for a sermon on the part which the west has taken In develop ing the literature of this continent, says the Denver News. When American literature Is men tioned five persons out of every six turn Instinctively and make three low bows In the direction of New England. The belief Is all but universal thnt nearly all our literature was produced by a little group of authors who lived around Concord, and gathered .at odd times to hear Emerson lecture on the transcendental concept of the Infl; nlte Was. Longfellow and Lowell, and Haw thorne and Thorenu, and especially Emerson these ar . the names thnt every schoolboy has been taught to regard as burning and shining lights In the midst of our literary darkness. Now, we cheerfully admit the greatness and the Importance of these early masters in the art of words. Hawt.horne, especially, holds our re gard as the author of the greatest American romance, and, even if Low ell had been destitute of the literary genius with which, In fact, he was so richly endowed, we should honor him forever for the fight he put up against human slavery. And yet, we "unhesitatingly affirm that American literature would suf fer more severely by the loss of the western authors than even by the loss of the Concord group. Nye and 'Geno Feild, and Joaquin Miller; Edwin Markham and Patience Stapleton, and Bret Harte; Jack Lon don and Stewart Edward White, and the noblest of them nil, Mark Twain these make a group which will suf fer even In comparison with that of Concord. Best of all. the western authors are distinctively American. Much of Low ell's and most of Longfellow's work could have been written as well on one side of the Atlantic as on the other. Hawthorne was never English, but it is only In his "Scarlet Letter" that he Is distinctively American. But Field, and Miller, and White, and Twain are sons of the soil. They are American in every breath, and, while the world at large would feel their loss, It would fall with peculiar hard ship on America and on the west. Most of these men turned toward the sunset lands In their youth, seek ing health, adventure, gold any of the thousand things which have set the race a-wandering since time be gan. Some of them were horn to the western purple, notably Twain and London. All' of them have known life in the raw. All of them have seen and known the sweep and force of the primitive passions, the primitive impulses, unchecked by settled cus tom and unhampered by any demand for prudence. All of them have breathed In the candor, the kindly hu mor which seems to come of the great plains and mountains. And the re sult has been literature. We know we are treading on dan gerous ground, but for ourselves we put 'Gene Field above Whitler, and London above Thoreau, and hold Mark Twain the greatest figure In our lit erature. The president has issued a procla mation creating a reservation 60 feet In width along the northern border of Mexico, Including the state of California and the territories of Ari zona and New Mexico, The purpose of the reservation Is declared In the presidential proclamation to be the suppression of smuggling arrow the International line. Private entries In the line of the projected reservation and such portions of it as are needed for roads, are reserved from the op eration of the order. Since the aboli tion of the old "zona llbre" or .frea lone between Mexico and the United States, It has been found difficult to prevent smuggling across the boun dary, hence the proclamation.
